Just wondering. I know dragons will level up with you like you can fight the Fereldan Frostback at level 16 or higher to get the Trial of the Empress achievement. But if you're a lower level than a dragon, would it still be at its original level?
With Even Ground on, do the dragons stay at their regular levels if you're at a lower level?

Just fought Vinsomer at level 18 and she was still level 19, so i would say yes.

Yes.
Even Grounds only raises level of your enemies, never lowers it to much yours.

Even ground says atleast your level, so if a enemy is higher it will stay higher, but anything lower will be brought up. This trails helps a lot since we do have a lot of low level maps which a character ends up out-leveling by quite a bit.
