Inon Zur is my vote. He's worked with BioWare in the past (Dragon Age: Origins) and just listen to the main theme for Fallout 4!

Sam Hulick. Out of all the composers who worked on ME soundtrack, I belive he was the one who was able to capture in his songs that unique sci-fi feel that defined ME1 and was sadly absent in the sequels.
Inon Zur should return to composing music to Dragon Age, as his work with Aubrey Ashburn's vocals in DAO and DA2 is vastly superior to what Trevor Morris did in Inquisition.

Jack Wall & Sam Hulick. Don't change the composers up, or the feel of each game is radically altered.
I think the fact that ME:A is going to be in a new galaxy with new characters has already "radically altered" the feel.

Not at all. It's in a new location with new people, but it's still going to aesthetically be Mass Effect. Considering the (hopefully) openness of the setting, I think invoking ME1 would be the best possible course of action.

Speaking of soundtrack, it'd be a nice touch if they used the Johnny Cash song from the trailer somewhere in the game.

That. Maybe cabin music, or someone on the team expressing their love for centuries old Earth music (maybe an alien, l0l). Or I think it'd suit for a scene where they're riding with the new Mako, maybe part of a loyalty mission with the said team member who loves music.

I dunno. I think the soundtrack to Mass Effect 3 was perfect.
Talented artists should be able to figure out the "landscape" and evoke the right feeling while putting their own personal touch on it. Afterall, you have a new team of people working on the game; coding, designing, voicing, mocapping, etc. So if these folks can do their job while preserving the "Mass Effect feel", then I don't see how a skilled musician can't.

Sorry, that was in response to the suggestion that the Johnny Cash song play in ME. By that point, the music is hundreds of years old.
It kinda works in Fallout though. You hear 50's music playing in that game and it's set farther into the future than Mass Effect (though you are still on Earth).
Also, people listen to classical music nowadays. Bach, Beethoven, Vivaldi, etc. So our music will be THAT music then! LOL
