You're a little too self-confident and agressive for a noob, OP. Unless you're someone having fun with an alt. I will nevertheless answer on topic.
 
First of all, you're wrong. The average time for solos in the platinum hall of fame is actually very close for PC and PS3, a little under 50 minutes (XBox is admittedly slower). Besides, there is only a very little number of PC players who can consistenly solo plat under 30 minutes, and even less  under 25 minutes. As for sub-20 solos, they are very rare, only 5-6 PC players have managed such a performance. Saying that PC players can "easily" solo plat in 15-25 minutes is extremely exaggerated.
 
Concerning the advantages of PC for solos, they are numerous. Here's a list of them, including only "legit" advantages :
 
-Higher frames = better enemies' moves decomposition ;
-Mouse = more precise aiming and a better ratio of headshots, which leads to higher dps and less repositioning. This by itself cuts a lot of time ;
-Objectives modding ;
-Pizzas running ;
-Credits glitching = unlimited supply of consumables = use of optimal equipement and builds ; 
-Better Reegar ;
-Faster loading time.

Hmmm framerate advantage.  That's sort of interesting for a variety of reasons.

 

The mouse makes aiming easier than controller, regardless.  As far as framerate goes, stable is more important than 30 vs 60.  Lest we also forget that AI is essentially twice as smart at 60, which is most apparent against hitscan enemies.

 

I will say though that you cannot make the assumption that a solo on pc is at a stable 60fps because that isn't necessarily the case, especially if it is older.  This is despite the fact that the game has fairly lenient hardware requirements.  In 2013 Caratinoid seemed to think the average random game was more like 40fps average, but I am not entirely sure how large his sample was, or if that was a regional difference.  I had a hard time believing that even then since my e8400 system ran the game relatively stable and higher than that.  FPS drop during loads, and some loss on a few maps.  Solo will run faster than a team game, so I don't know what those hosted games Caratinoid ran into would have ended up being in solo.  It is hard to tell, and would depend on what was the bottleneck.

 

There has been at least one well known solo cheater, and there have been others who were suspected.  I doubt most of the people doing platinum solos are cheating or modding difficulty so the earlier post with a section dedicated to that was probably off the mark.  That said, there are various examples of things that can be attributed to low framerate in various solo examples.  Whether someone modded interpenemylocspeed or simply couldn't run the game is unknown.  This gets into some relativism in the definition of cheating with respect to solos, given that a pc running at 30fps isn't really any more advantaged than a console except for input, but one running at 60 or 120 with the equivalent of 30fps AI is probably advantaged (and largely unknowable without seeing their files).

2. PC players can mod their games. Obvious mods include objectives and FOV, but more subtle mods, like slight damage increases and negation of phantom on-host damage reduction can also be achieved. Of course, if some player was to use such a mod to achieve a record time, it would likely be scrutinized and exposed.

Not even for record times. I'm sure if a player uploaded a gameplay video to showcase a class - likely one that people struggle with ('cause who needs to watch a TGI?) - such as a Krogan Warlord, for example, people would catch on pretty quick

They get to run with the pizza, Chakram , Polonium rounds..7 unreleased maps, they can mod their characters outfits, HUSK MODE..I really, really want to try Husk mode..please ME:A, pretty pretty please give that to us all...

 

Not to mention I have watched streams of just the SP campaign run at the highest settings..Is amazingly gorgeous..Like looking thru a window
