If you leave Val Royeaux before meeting her, she becomes unavailable.

That is not true. I recruited Sera after reaching Skyhold because I was doing the achievement where you need to get as little xp as possible so I didn't recruit anyone until Skyhold. They were all still available after.

Just make sure you click the arrow that starts the quest before you leave VR the first time.. but OP says he didn't do the quest so I assume he has picked it up. Weird. Maybe after you do the first main story mission after Skyhold she isn't available anymore..?

Anyway you aren't missing much. She is good as an archer but that's all.. I don't like her. She is annoying, talks and swears like a pig, it's really the only character imho that doesn't really have anything to do with the Inquisition.

In fact she is the only character who has the "You don't fit the Inquisition" option after you recruit her to send her packing home :P All the others don't.

Because it's true. She doesn't fit it.

She will probably be in DA4 so you might as well add her in your next playthrough if you do another. Sera is a character you can ask to leave if she doesn't fit with your group. She does have some funny lines you can watch on youtube if you don't recruit her.

 

Maker I hope not. I pretty much got tired of bs to the point where I don't even recruit her anymore. If she comes back as optional companion I'm dropping her and if she is mandatory then she'll just take space in the corner.

Tempest rogue is like a machine gun with flask of fire. If you are playing a rogue, you don't need her. You have Cole and Varric. Pick her up on your next play-through.

 

The one I try not to miss if I'm a rogue or warrior is Viv. By the end of the main game and before Trespassers DLC you'll be short a mage.
