If you don't do "Utilize the Grey Warden Treaties" and "Conscript for the Inquisition," you don't get the War Table operation "The Consequences of Blackwall's Lie," but you'll be shooting yourself in the foot three times for skipping them. War Table missions are always optional. You can ignore them with complete impunity and nothing bad will happen to either the Inquisitor or the Inquisition as an organization. The only thing that will happen is that you will fail to gain the gold and resources these operations generate. Even the "punishment" for using the treaties has a positive outcome, and it doesn't matter whether you take Josephine's suggestion, "Make reparations," or Cullen's suggestion, "No apologies."
