Every once in a while every character in my group (single player) gets a full guard bar. I didn't think this was possible. Is it bugged?

I have two questions.
1) Do you have warrior in a group that uses Horn of Valor?
2) Do you have Trespasser DLC?
New upgrade to Horn of Valor introduced with this DLC gives +10% guard on hit. That can be the case.

I have a Warrior but they're not intentionally using the Horn. Does it proc automatically? I don't have DLC.

It happens so rarely I can't count on it. I've gone ahead and put +5 Guard on Hit on my Inquisitor. Energy Barrage gives me full Guard real quick!
