Are they damage reduction? Dodge chance? There aren't any abilities that consume them, like in MP, and the description leave much to be desired in terms of what the upgrade to Toxic Mist is doing.
What are the elusive stacks doing for my SP party?

It does the same as it does in MP when you're not consuming it with Isabela's abilities: It negates the next melee attack made against you.

It just negates the next attack for the cost of one stack, doesnt matter what attack it is. Multihit attacks will reduce 1 stack per hit.

hmm, te elusive seem to last forever? guess if you are bored you can just pop toxin cloud around and stack up the elusive before boss fight.
