I was just curious since I have not gotten all of them. Does it just come down to chance?

I think the one you get when you set up the first Legion Camp is based on your class I got a staff and I saw someone who was bow using rogue get the bow schematic. Along the course of the DLC I ended up getting all of them, so fret not.
