Yes they are in fact. 0.5% chance is the worst yet.
At least Hakkons are 2% Dragon and 1% Chest (if you hit the 10% chance at top tier) okay okay so it's 0.01 overall meh, but I hit top reguarly, so it's still 1% dammit 
Just Painful...definitely not fun grinding for Lv.27's that I'll never use. 
(minus the Bosun's Blade or possibly the shield )
Although when I got the Dancer's Axe, a friend & I dropped in on a PUG match & I tested it out...& when I say tested I mean held the R2 trigger from start to finish of one room while LMAO. I can imagine the other poor unsuspecting duo wondering how the heck I was "Whirlwinding" all over the place! The novelty soon wore off but the annoyance of the sound that axe makes still echoes...
Only a few of the new items in the past month or two, notably:
I've just spent about 170k Gold and got:
8 Edgewise; 5 Longsword of the Dragon; 4 Kingfisher; 4 Heart of Pride; 3 Amulets of Renewal; 3 Heart of Despair; 3 Stinking Cheater Shield; 3 Bloody Bargain; 3 Bow of the Artificer, among others.
I've spent somewhere between 1.2 to 1.3 million Gold after the latest items were added to the store and so far I've got ONE Level 27 item, the Greataxe, which despite being a lot of fun, has been giving me a hard time trying to make its use reasonable.
Now just to give a rant tone to my post, I would like to add that the the RNG for this new items is total crap, to say the least. Also, the concept of 'max loot score' or whatever delusion they call it is a joke. Despite all the thousands of hours I've played, all the Prestige I've got, at this rate I see myself being several months away of touching my next level 27 toy.

I know exactly how you feel.
I have two level 27's after sinking over 1 million into chests.
Considering it will take me circa. 1000 games to get 1 million gold..... yeah.... cannot imagine when my next 27 will be.
It's hard enough trying to get the Master Stamina Amulet after a gazillion games. It just doesn't want to drop. And don't get me started on the Physical Amulet of Immunity

I have none of them except Valos Atredum and The Bosun's Blade.
So I have to say: These Hakkon's seem to be quite elusiv.

No not really. I was very relaxed when I draw the 2 Cards out of the chest.
But for the Hakkon`s I have to do NM (shiver)
