My guess is that the Bad Note quality is what allows the Virtuoso's abilities to "fail" if you don't have the correct combination of chords queued up. There are no other ability mechanics in the game with conditional qualities like that: some of them may have different effects depending on certain states of the target or activator, but the Virtuoso is the only one where the game will out-and-out disallow an ability activity.

This sounds totally right.  And it would also (maybe) explain why there is no drakescale armor for the virtuoso.  Bad Note, if Sothalor is correct, is essentially a required perk for his armor, and drakescale armor doesn't come with built-in perks.

There's no drakescale armor for the Virtuoso because the guitar is part of the armor model. Unlocking the armor for everyone but the Virtuoso is easy, the model is already there, but for the Virtuoso it would have required a lot more work. When I brought this up in another thread, I got Luke to like my post so I'm guessing I'm right on point.
