What gives? I have always been able to do it but now all of a sudden I cannot do (neither starting a topic or replying works) it is really strange...

The heads up was twelve minutes. They told everyone they would close Off Topic and then shut it down twelve minutes later. In other words, it really didn't matter that you missed the announcement. The heads up might as well have been a joke.
