Fuse...very similar combat wise..there is an actual Warp Gun that when enough bullets are fired into a target, a singularity is created & they have Tac cloak along with a few more similarities ..It is fun to play
as far as 3rd person based cover shooters that are nearly identical..hard to find...
I tried Gears of War 3's Horde mode...which is kinda close..minus the powers..I liked it
I like Ghost Recon's Future Soldier..has the SP campaign feel for combat
People always say WarFrame is what ME3 MP should have been..but I haven't tried it yet.
It doesn't follow every bit of your requirements, but the closest thing I can think of is Bioshock 2. The MP in that game was fantastic. Probably dead now though, or close to it.

I can see it being very good and similar to ME3 MP but I am looking for 3rd-person games and not 1st-person.
I guess you could try Warframe. It's free to play, 3rd person, futuristic, has powers like ME3, but the first mission had a retarded tunnel to nowhere and i got frustrated after jumping down a 10 foot ledge and respawning 3 times in a row and gave up on it forever because it is dumb

I tried Warframe and Firefall. I got pretty into Firefall for a bit there during Beta but the game's pretty buggered up now.
It'd be my recommendation still though for a game near to this one.
Warframe is probably the most similar game to ME3 MP, superficially anyway. It does have a mix of gunplay and powers-based combat, and is generally PVE (with optional PVP). It's got more variety of game modes and missions than ME3, and is still under development. It's not a bad game. Personally I put in a good amount of hours with it, though recently I've not liked the way the developers are heading with it and have stopped playing for the most part. They're focusing too much on adding flavor of the month gimmicks to the game at the expense of focusing on overall quality and stability, in my opinion.

It predates Destiny by more than a year, so it's more the other way around.
...on that note Destiny is superficially similar to ME3 MP, except it's FPS, not TPS. But it's also among the most bland, derivative, and self-important game I've ever played so I can't exactly recommend it. But then I haven't played it since around the time it launched, maybe it's less bland and shitty now. I don't know.
Metal Gear Solid V apparently is going to have a third person PVE online mode. Combat is more stealth-based and slow-paced, though, and my general advice to people who aren't already familiar with Metal Gear is to stay that way.
Warframe, but the powers don't arc as neat. Instead you'll be able to pull off insane stunts. Whether shooty or melee is up to you - provided you grind the mods to improve your character.

It has its moments. There isn't much ability use in that vid but like MP Kits there are some that are more focused around abiliy usage than others.
I had a Bastion for a while, basically a Turret spawner. Quite fun to set up and go to town. My problem with the game was they killed the amount of random encounters that I used to love. You could spend hours just chasing these random invasions and tornadoes. Now you're sort of locked into their crappy leveling mission system and these random invasions don't happen as much.
Might give it another try in a bit, see how it's progressed. When I was last playing I was able to get into a decent group that did all the highest content, thumping for legendary minerals in their outer zones, spawning cool world bosses, etc.
Hopefully they've fixed it but I did notice server lag was pretty bad last time I hopped in too.
Oh, it's also one of the few extremely well put together F2P systems, easily the best F2P system I've personally encountered. They hate P2W. So the only things your money can buy you are Time and Cosmetics. Time in that you can literally make things build instantly for real dollars, or get access to flying/driving earlier. Their cosmetics are unfortunately, waaaaay overpriced though.

Nothing comes to mind. But I only play ME3mp and Dark Souls for eons now... Dark Souls 2 servers are in downtime, so here I am to seek consolation. Halp me, BSN! ... might as well check some other posts...

That was exactly what I used to love about vanilla Anarchy Online. While there was a mission generation system, there was also a vast open world out there full of random adventures to discover with random people you ran into and teamed up with. I spent so many hours just running around the wilderness fighting random monsters with likeminded people, and it was loads of fun.
Then Shadowlands expansion dropped and that was completely linear, and open world XP wasn't worthwhile except for a handful of specific locations that quickly became overcrowded.
Still, I will give Firefall a look, maybe it's not so bad.

GoW3 multiplayer modes were pretty entertaining. Most of my Xbox negative feedback came from playing that game. Retro Lancer Anya FTSW. My wingman was SharpPrecision, with the Ice-T Sawed-Off Shotgun, another whiner bait weapon that pissed everyone off. If this game was available on PC I would certainly download it.

Just played about 20 minutes of Firefall, first impression is much better than Warframe, at least.
Ok this is retarded. Firefall set a limit of 100 players per zone. Well I just did an instance, and I cannot complete the mission for that instance because upon zoning out of it, I got stuck on a "Zone is full (134 players) position in queue: 1 of 1" screen for 20 minutes now and counting. The only way to get out of this screen is going to be alt+f4 or ctrl+alt+delete

WHilst not exactly fitting the criteria, the only other game like this that I have enjoyed was Killing Floor on Steam.Unloading an AA-12 into a horde of zombies with even more of them beating on the door behind you that you just welded shut to protect yourself from flanking.... SO AWESOME FUN.
Especially when, using said welder and shotgun, welded your entire "team" into a room, then proceeded to solo the wave for uberpoints ![]()

I never played this but wondered if it was any good, so thanks for posting. On a related note, the most similar game to ME3MP I've ever played is the Clash in the Clouds DLC from Bioshock Infinite. Ironically a SP game. As you're no doubt aware but for the benefit of others: 15 wave PvE horde mode, guns and powers, combo primes and detonations. You even have a charge power that lets you play as a vanguard. The connection hit me when I used "Devil's Kiss" to prime a fire explosion then charge to detonate, and "Bucking Bronco" to 'pull' then charge to knock a mook off the map. I thought "**** this feels familiar!" Because there's only one of you all your weapons and powers are also overpowered. e.g. everything has a massive radius and the "Heater" is a claymore on steroids. Obviously 1st person so doesn't meet OP's criteria but worth checking out if you haven't already.
