I hope he or she is a member of a new species. An adviser who is familiar with the military, politics, and social structure of the worlds we will be exploring. I'm thinking, maybe a character similar to Teal'c from Stargate.

Has to be extremely useful in a fight. I don't just want to be told how badass they are. Not an a$$ kisser, yes men/women, or someone who dumps all their issues on me. Not a try hard. ie Garrus and Varric. Never felt like Garrus was my bro and the only time I felt like Varric was Hawke's bro was in DAI. I guess it's because the writers make these characters so inoffensive because they are meant to be universally liked they just come across as meh to me.
Kaidan was my Shep's bro in ME and Hawke's shythead brother was my Hawke's bro.

Someone funny, reliable, and without a dramatrain of massive issues. Someone who checks up on the main character or gets them out of their rut on occasion.

It wasn't until I searched ME online that I realized Garrus had a fanbase. He was funny but that's about it. And in my headcanon, Kaidan was shep's lover since ME1.
It sound idiotic, but I honestly felt Joker was the definition of bromance to my shep. I remember always going to the cockpit to listen his stupids comments on missions, and was dissapointed we never get to explore more about him. And then they had to make that creppy romance with EDI.....anyway.
I'd rather not be a squadmate and that's about it. Let's just hope we have many good characters so each one can decide.

I want it to be like my Sith Inquisitor and Khem. This silent large monstrous guardian who love to kill me and yet he like the way I roll most of the time. A beautiful love-hate functional relationship that relates to the general storytelling. Womance was generally alright in Bioware games especially with female protagonists especially when they're not romanceable. Revan with Bastila and Juhani. Jedi Knight with Kira. Sith Warrior with Vette. FemShep with everyone even Jack. FemHawke with Aveline, Isabela and Merrill. etc. I think it work since they have to write the relationship away from any hint of romance and more to friendship.
I like Varric in DA2 since the narrative is pretty clear from the start, he only go to you as a potential investor and then you became friends along the way and then you can be very mean to him which is a plus. Haven't played DAI and I thought your war council was you second in command.
Garrus has never been my "second in command". I can't force him to go all formal like I can be with Liara. He's this random turian who quit his job just because "there's rules and regulations"... he's a cop and he's hitchhiking on a military warship. (I love how Shep had a good reply "You're just a terrorist with a badge") I can't talk to him about his serious prejudices against the krogan and quarians in ME1. I can hardly talk to him at all in ME2 if I don't romance him. And then suddenly he's all buddy-buddy with me in ME3.... and he still think Tali's and Wrex's people deserve to die because of what their ancestor did and he was basically was forgiven because he was beloved by the fanbase... ... ... .... ... no.

I know that some people consider characters characters like Garrus and Varric to be designed as so agreeable that they become bland, but I've always felt that having at least one character be loyal to the protagonist is a good idea. Because story is conflict, the excitement of and RPG is pretty dependent on the protagonist being weathered down by struggle and drama. It's good to have a break from that occasionally.
It's also really good to have someone willing to be an ear for the protagonist, especially considering how often a Bioware protagonist tends to play therapist to their companions. That's usually my ideal characteristic for a second in command, someone who's occasionally concerned for the protagonist's state of mind, as much because it's a practical concern regarding their leader as because they care about them individually.

Others have said it already, but someone who is funny and cares about your PC, someone who checks up on you and doesn't just care about their own problems. Garrus was my bro in ME when I didn't romance him, Kasumi felt like my bro even if her dialogue was lacking bit, Varric mostly felt like my bro only in Inquisition, my Hawkes didn't get along with him, but instead Isabela was my bro for some Hawkes.

I'd like a rivalry. Someone to fight with over inane issues, but it totally down for beers at the end of day. It might be nice to have a second who you're forced to deal with and then it turns out that you're actually a great team. Like almost every buddy cop movie.

ME2 Jacob was a brother my Shep could have considered a number 2 if he shared the history like with Garrus. Too bad Jacob becomes an awkward coward.

Don't really want someone who's funny - at least, not sarcastic, dry, or snarky funny. I want someone who's supportive and offers advice to the PC, and will also voice their disagreement with the PC's actions if it doesn't sit well with them. They'll always be there for the PC as well as the team and lend an ear to their troubles. I'd also prefer if they were more of a paternal/maternal figure, like Anderson, rather than a typical "bro."

I actually do like Varric - he's snarky, clever, has a sense of humor, and tells a good story or two, so feel free to give me someone with those traits.

My bros in past games were Isabela, Cass, and Liara, so yeah nothing consistent whatsoever except they're all women ![]()
It's just whoever I feel my character forms the closest friendship bond with. It's not planned; it's something organic that happens as I'm playing.
I also don't like when bro characters are sort of subtly "forced" upon the player... Varric and Garrus are the worst offenders. "There's no Shepard without Vakarian." Dude there totally is; I hardly ever took you anywhere.
