Some recruit in Skyhold has been watching Frozen again.
It's called an inukshuk. I would guess it's just there as a Canadian easter egg 
There are a few more in some zones, too.

Probably some weird ancient elvhen thing. A way to summon forth Avina-like bound spirits to give them info?
