I don't see giving up on the Inquisition, disbanding it, as a good solution to the spies problem, folks want to spy on us because they're scared of us, they know the good we can do and they're trying to stay ahead of us so we can't stop them.  Why give them what they want and disband?  That's just doing their work for them.  I'd rather just re-double the efforts to root out the spies, focus on figuring out who we can and can't trust, and build the Inquisition stronger than ever, so they need spies even more than they need them now, because they can't deal with us any other way.  Even though Leliana has failed rather miserably in this task so far, she's still one of the best in the world, and she'll get it together sooner or later, and we'll bring in as many people as we need to, in order to help her root out the spies.  My Inquisition will be constantly growing and improving, we won't give up, we're in it for the long haul, a premiere force for Peace, Justice, and Righteousness in Thedas!

Only if you disbanded.

It's still odd because she's Divine now.

Aren't their Qunari spies, like, everywhere. And no one even knew that Solas and his agents even existed.

Qunari spies, Fen'Harel spies, Orlesian spies, Ferelden spies, Neverran, Antivian, spies from every Free Marches city state etc etc

And the Inquisition returned the favour.

Plus she didn't investigate the backgrounds of our team very thoroughly (Solas and Blackwall?). This is what happens when you try and run a nug farm at the same time as a spy ring.

Well, you can't expect much from someone who let someone who looks like monster from cheap horror movie and a bunch of Grew Wardens sneak on most important meeting of the year. That's impressive actually, the building was filled with armed and paranoid people, but security managed to create passage for Cory.

Eh,
Many consider disbanding as the solution for fixing the spy issue.
But that's really nonsense because there is no solution.
Disband and spies still work their way into the inquisition.
Keep the inquisition and have spies.
So what've we solved? Nada.
But for what it's worth,
Every organization in Thedas is riddled with spies.
so whoop-dee-doo to the whole dreaded spy problem.
:)

You have the advantage now of knowing how far the inquisition has been compromised. You can choose to plant false information for spies, you can choose to root out those spies, you have options. Disbanding is not the way to go.

Although the speech you can give if you disband is pretty badass.

I opted to disband on my first playthrough because I felt it was something Solas wouldn't think I would do. I can build a new organization with people he knows nothing about. I can now move around without duty and politics in my way. Solas knows I'm coming for him. He just won't know how. The Inquisition was huge and rooting out all the spies would take a long time, time I could spend finding a way to save my friend. Just finished this on nightmare mode. This dlc answered some important questions, it made my decision relevant, gave me some time with my friends, and had an ending that has me salivating. I completely loved the ending. Just wish I had extra time with my Amatus (sigh)

Any such organization would be full of spies from all the surrounding powers, not just the Qun or Solas.

If you ask Cassandra for advice in Skyhold she will state that Leliana told her that there are spies within the Inquisition, so it's not like Leliana is not aware of the infiltration.  The problem is that the Inquisition grows tremendously over the two years of its formation, and no one, not even the greatest spymaster, is going to be able to prevent espionage from occurring.

Perhaps she took advantage of the new wardrobe in Patch 10 to switch from her Divine robes to her casual spy get up?

 :P

The best part is if you get the epilogue were Leliana's lyrium ghost faded away and then surprise! She's there at the end of the game, all ready to start hunting Solas.

Solas would be impossible to catch. He probably sends mental e-mails to his spy network by appearing in dreams and telling them what to do. There's no traces left behind, no notes, nothing.

Even a romanced Lavellan can't catch him when he spies on her in her dreams. He's like an eel. Way too slippery to catch!

in my head cannon. right after trespasser, all elves in the Inquisition are placed under arrest and tortured for the location of Solas. Also some are killed just to provoke Solas

The way I figured it, Solas wanted me still leading a reduced peace keeping force because he wants everyone to be comfy and complaisant and me tied up keeping it that way.  Also by disbanding I can finally get rid of that ridiculous Herald of Andraste title, which was going to look a bit tarnished anyway with the loss of the arm.   So I disbanded, which will allow me to move ahead with a smaller, more manageable and largely unknown group.   Plus I got to say exactly what I thought of those ungrateful human rulers (I'm a Dalish elf) with the aggressive disband dialogue.   Naturally I'm planning on hunting down Solas.

If I was going for the save Solas from himself option, then I would opt for the Divine's peacekeeper since I'm not so bothered if he does know what I'm doing.   After all some how I'm meant to be convincing him to change his plans.     Bit difficult to do that if I'm not in contact with him.    Also more likely to stick with Divine if I actually believe in all that Maker stuff (or even if I don't) and have been spending my entire time telling everyone I'm the Maker's chosen and have been acting in his name, since it is too late to change tack now.   No doubt Mother Giselle can come up with some suitable spin as to why the Maker let me lose the mark of his favour and my arm.

As for the spies, well I reckon Tal'Vashoth Iron Bull should have been able to spot at least one or two of their agents, since he claims he is so good at it.  Leliana should probably have vetted elves from Kirkwall a bit better but then again everyone ignored Hawke when they tried to warn them about Qunari agents.   People just don't seem to learn from past events.   As for Solas' agents, well I am really p**sed with the elves, seeing as I claimed the Inquisition in their name.    I can't really blame Leliana as I was all for recruiting elves, thinking they supported me and all my efforts on their behalf.   I even put an elf in charge of Orlais.   Clearly Leliana and I were both duped and will be wiser in the future.

I disbanded the Inquisition in two of my Trespasser runs, because I felt it was the right thing to do. I didn't want to risk further corruption and not allow those greedy politicians to gain control. It's better for my Inquisitors to slip into the shadows with their core team to freely go after Solas.

I don't see why it's so hard to believe that Solas is a better Spymaster than Leliana.

For one, he is an elven god, he can communicate with his spies through dreams and Skyhold was his castle. If anyone knows all the hidden corridors and secrets it's him.

If you talk with Cassandra at Skyhold and read the final entry to Solas' codex you'll find out Leliana knew all along there were spies in the Inquisition and was on Solas' trail since the moment she met him. In Trespasser you find out she was always so close in discovering him but Solas was always one step ahead.

Solas himself praises Leliana's skills and her position as Spymaster but claims her only weakness is that her faith is shaken and that she is still grieving Justinia. So, yeah, Leliana was not at her peak during the main game. It was no secret she was emotionally unstable ever since she became the Left Hand up to the end of her personal quest. Solas took advantage of that weakness.

I would not become Meredith and find a better way than torturing elves and mages.
