I found a lot of old entries regarding the Asari infiltrator but nothing like this. Have I overlooked something?

It's not tied to the AInf - it's an old bug with promoting on some DLC characters. Nothing vicious, provides 6/6/6/6/6 builds. I think another promote will get rid of it.

A) In lobby - when a player consecutively jumps between all characters in the same class to hectically assign points.

Easily screwed up for offending player -
by simply disbanding the lobby. Or asking the host to disband the lobby (on mic). Screwing it up for him/her means that the whole class has negative points against unapplied chars and that he is forced to level up to 20 with a standard character before promoting again.
If the prepetrator is host - then you can't do much. Whistling "GSTQ" have been known the linger the pain.

It's a bug. Using a 6/6/6/6/6 character used to be a bannable offense but now it's merely seen as gauche.

Just know how many points you can normally put on them. If you know how to build characters, then you shouldn't have negative points should they glitch and you take advantage of that glitch to put them in a level 20 build.

^ You should play Dark Souls 1. Twink low level maxed equipment builds to own pugs with one's eyes closed. Why dev's introduced soul memory in part 2. But the butthurt twinks power cried, so now DS2 has gape ring (yes, gape). But it's not as bad as it was in DS1 still. So all is still good. Moral. From Software fixes their bugs. BioWare, on the other hand, gave us yummy Collector bug butt lazers to compensate.

why all the rage though? only kit that would be bad is geth soldier, HM & fort power bonus with flamer

I don't rage, play whatever you want, just don't expect me to not laugh at you when your 6/6/6/6/6 TGI with max Stim Packs and Fitness with Grenade Capacity V keeps going down 20 times per wave and then post about you on the BSN in one of the pug threads

For example, imagine an EDI or TGI that is just a little more tanky.
