Honestly, I've experimented with both glitched and non-glitched, and for the most part, the difference is pretty minor (Just a little tankiness boost), some kits DO benefit greatly from it though. Volus Engineer is basically the only Volus that it makes a real difference to, imho.

 

DISCLAIMER: These are all from my perspective, how I build them.

 

As mentioned above, EDI, and TGI just gain more tankiness (Non-maxed TGI is 3 stim, 5 fitness for me, so the difference is negligable). Shaman is slightly tankier, which he doesn't really need (4/4 passive split for me). Collector is slightly tankier (4/4 DS/Fitness spli. DS shouldn't be detonated anyway, so a few extra points doesn't change much there, and 250 Shields is also not a big deal).

 

I'm giving the Juggernaut his own section, 'cause he's awesome without it. I usually run 3/6/6/5/6, with Damage/DR/Number, Offensive Turret, Power Damage, and Shields. Or 3/6/5/6/6, with same Pulse, healing turret, and all weapons and shields. To my power build, I gain two 10% additive damage bonuses (Not counting Geth weapons, since I don't use them on him), and with the latter build, healing frequency, and a 10% additive damage bonus. Since healing frequency is pointless when the turret can be spammed to reset cooldown, and a 10% additive bonus (even two of them) is barely even noticable, it makes pretty much no difference to him FOR ME.

 

 

For characters that it really does make a difference to:

 

Cabal, this means the addition of grenades for anti-boss capabilities (Poison Strike is against mook-clusters), NSBlades are pretty potent, which really helps her boss-dps. Since I use an Eagle with a Power Mag on it, my boss DPS is not great, but my cooldown and power damage (Also usually take Power Amp consumables) is great, so NSBlades become even more potent.

 

Valkyrie, whilst a Fury can safely ignore passives and run on explosion damage, I like to put heavier weapons on my Valkyrie (Like the Venom), and Warp is inherrently slower than Throw, and so suffers more from weapon weight. and Tech Armour. Due to Tech Armour, the extra few Shields from Fitness are actually worth more than on classes without DR, and a fully tanked up Valkyrie is pretty damned tough. And some extra power/weapon damage from passives really shines on weapons with higher damage (Like Venom, Claymore, etc).

 

Huntress, Power damage from passives (for Dark Channel) are a huge asset on her, and 0 Fitness leaves her pretty squishy, despite being an infiltrator. 6+6 Dark Channel + Warp explosions are pretty staple, and not going Rank 6 on Tac-Cloak costs too much damage. Having Full power damage, and Full (Asari get 990, right?) Shields makes a huge difference to the overall character. A 4/4 Passive split doesn't gimp her, but she DOES perform noticably better with full passives.

 

Trooper, Whether you go Weapons Platform (0 Flamer) or Flamer DPS, a few extra points is goining to make a difference. For weapons Platform (I'm a convert, I used to run Flamer Tank, but now it's all about the Hunter Mode weapons for me), you become a Hybrid, Flamer panics unshielded organics, making them stop shooting you, and with it's low cooldown when pulsed, it takes a pretty damned heavy weapon loadout to make it unusablely slow. As a pure weapon's platform, I ran Spitfire+Javelin, as an all 6 Hybrid, I switched rank 4 Huntermode to cooldown speed, and dropped the Javelin, I can still burn everything, and strip shields and barriers from even bosses with ease, with near-perfect accuracy. As a Flamer, you gain Damage, and/or Tankiness, I originally skipped out of Hunter Mode, though I hear some min-max to get a little of everything. Since Passives, Hunter Mode, and Fortification all have power damage bonuses in them, and any flamer focus that doesn't take 6 ranks of flamer (and armour damage evo there), is no flamer, you will either be squishy, or falling short of potential damage without the extra points. This section ended up bigger than I intended, but the Trooper is one of those characters that is broken by the glitch and becomes far better, no matter what you do normally.

 

 

Most other characters are either unaffected, or only situationally affected, at least, in my opinion. None of this is to be taken as absolute fact, all experience is subjective, I just wanted to point out some characters that are heavily affected by it, and a few that it makes marginal differences to.

... and the Drell would get the homing missiles which also doesn't change much. except for a hidden reload here and there.

the havoc wouldn't benefit much from more tankyness.

the Turian Saboteur has problems with his power synergy anyway, so getting more powers probably would confuse him even more :-)

the little more health and shields on the Voluses are ok, but wouldn't change much in practice.

cheating can mean shooting in your own foot.
*CAN* mean.

for example, maxing your manifest with cheated credits. makes you lose so much fun and let's the game get old sooner.

but it's coop and everyone has to decide based on their likings and situation. for example do I know for me,
that a Volus with a little more health/shields would not kill my game - especially not after 1800 hours and a maxed manifest.

Though I don't mod to cheat. I don't really consider this much of a cheat anyways, it doesn't have as big of as impact as say 1000 million credits or 1 hit kills.

For my part, the point of not being able to max out your character was to help give you a tough choice and add to replayability. In some characters that choice is virtually negligible which is just poor development/balancing, but I get why the system is in place.

 

Only kit I've been tempted to do it with is when I was heavily into the Paladin. I want to shieldbonk and have my icecream cake and eat it too.

I don't rage, play whatever you want, just don't expect me to not laugh at you when your 6/6/6/6/6 TGI with max Stim Packs and Fitness with Grenade Capacity V keeps going down 20 times per wave and then post about you on the BSN in one of the pug threads

 

I wonder is that's the reason I almost never touch the TGI?...
