I'd imagine that Inquisition has some pull in deciding what comes to them. Prisoners are likely transferred to place where they fit more (where and against who they committed the crime) and either prisoned there or rejudged.
Conscripted are bit harder, since they serve Inquisition and aren't really prisoners although many of them probably would serve execution in minds of many people. So I guess Inquisitor can have pull on whetever they are set free or if new punishment is given to them again by rules of area where the crime was committed or against who it was committed.

lol What option did you choose for that? I made her do community service about the evil of evils but I don't recall seeing a box in the cells.

Well, I put Gaspard on the throne as Briala's puppet this time around, so I had to let Celene die. So then consequently I had to kill Florianne during WEWH. Normally I let Celene live and conscript her (Florianne) as my agent and do her war table missions.
