How are the College and the Circle different?

On a very basic level, the fundamental difference between the College and the Circle is that the College is 100% managed by mages.
That is to say, mages ruling over mages. Making their own laws, deciding how they should be applied, having their own hierarchy, asf.


But the Circle is re-instated by Vivienne even if Leliana is Divine, and thus has no Chantry oversight and no Templars. So what's the distinction then?

Maybe Vivienne's Circle hires or trains its own Templars?

In this case? Almost none. Both organization are independent and without any oversight.
The difference is the Circle has the nobility backing them, giving the money and political power they need to operate and the College have nothing of those but has more mages.

Maybe Vivienne's Circle hires or trains its own Templars?

 

Only the Chantry is legally allowed access to lyrium. So, unless Vivienne has some connections to the Carta, no Templars for her no Circle. 

 

I'm not sure that's really going to be a problem for her.

Pretty sure the Chantry's Lyrium monopoly was smashed to bits in game already, hence why the Inquisition got trading contracts with Orzammar and all. That aside if you have Divine Crazypants disbanding both the Circles and the Templars, its really hard to see it reasserting the monopoly given it 1) no longer needs Lyrium and 2) Orzammar is not going to let its major export rot away on the say so of a deranged nug breeder.

The Inquisition was officially reestablished by the Divine which is why it probably got away with getting all that delicious blue-berry lyrium in the first place.

 

Anyways, it's likely that new laws will be made in in lieu of Our Most Radiant Nug Loving Messiah getting the Sunburst Throne that will allow both the Circle and College to purchase lyrium. But as far as know currently, the rules haven't changed and only the Chantry and a continued Inquisition is allowed lyrium.

How is Divine Stabbity Stab going to enforce any kind of lyrium monopoly? The dwarves don't care about the chant, just about people who buy their stuff, and Madame Kumbaya is lacking any kind of military might to push her will on anybody, since she just disbanded the military arm of the Chantry.

I'd say Vivienne's Circle and the College would start competing in the lyrium market. And possibly the Inquisition if they become the Divine's Honor Guard and Peace Keepers.

The Circle is indeed reinstated, but like the former Circle, it is supervised by the Chantry, while the College of Enchanters isn't and exists apart from it. 

 

I can only speculate the Divine might create another mechanism of control over the mages, something akin to the Templar Order, to make sure they don't go unwatched.

This is why in every Epilogue we read that the two institutions have a relationship of rivalry.
