Creating new default heroes or fake custom heroes?

Short version: Is it possible to create extra default heroes?  Or to create "fake" custom heroes that we never actually played in Origins/DAII?

Long version: I've been having great fun with the Keep creating worldstates in the Keep for import to Inquisition, effectively creating Wardens & Hawkes that I never actually played.  But I've noticed that this means I'm limited to the "default heroes".  I can rename them and edit their biographies however I want, so I was totally happy with this, until I realized that I'm limited to just one hero per gender/race/class combination.

I can't, for example, have both Jane Hawke: the noble female mage that romanced Anders, and Sue Hawke: the humorous female mage that romanced Isabela:  Say I create worldstate A and select the default female mage Hawke and change her name to Jane (and write up a full biography).  Then later on create another, totally different worldstate B and select the default female mage Hawke: this new Hawke will be named Jane whether I like it or not, and will have Jane's biography.  If I attempt to change her name to Sue and write a new biography, that will change Hawke's name & biography back in worldstate A as well.  It is apparently impossible to have two female mage Hawkes with different names and biographies.  If I want to have both Jane and Sue Hawke, I apparently have only two options: try to import a custom Hawke from my computer (which is impossible since I don't have DAII, and the process is apparently buggy even if I did), or make one of those Hawkes a different gender or class.

Is there no way for me to create new default heroes?  Or to somehow create "false" custom heroes?  It seems really strange that they would give us 30 worldstate slots, but then limit us on the heroes like this.  I suppose I could just use "Jane" in both worldstate A and B and just fill out the choices differently (that's allowed, right?  even though the Keep still only records it as one hero?), but that seems like a whole lot of unnecessary confusion, and I worry that someday those names are going to matter (like they'll show up in in-game letters in DA4 or something).

There's a stand alone character creator for origins. I don't know if there's one for DA2

Thanks!  Good to know.

I asked the same question on reddit.  They also suggested that you can create characters in Origins/DAII and not actually bother playing them, just get them through character creation, and that should be sufficient to let me upload them to the Keep.  Unfortunately, for people who don't actually own one of these games (I don't own DAII, despite what my portrait here shows ), that's not possible.

I did some experimenting, and it appears I CAN use the same default hero in two separate worldstates and give them totally different choices.  So, I can't have Jane Hawke and Sue Hawke, but I CAN use Jane twice and give her different choices.  It's a frustrating solution, but it will do for now given that Inquisition never actually uses the names or biographies we type into the Keep.
