2) If you are using those weapons sure put mats on them, but save your rare mats (save cloth and cotton) or better ones for the purples to come. You will get an overabundance of mats soon enough though not the best ones so go ahead and use them if you are using the blue weapons.
Use Tier 2 materials without hesitation. Cotton is the only exception. Except for Cotton(Heal on Kill) you should have an abundance of higher tier material. I wouldn't use Imperial Vestment Cotton or Lustrous Cotton on anything less than level 23-24 uniques. Regular cotton you may find is worth using if you don't have any "Heal on Kill" rings. But, think twice before using it.
There is also a link in my signature to a thread where I've listed my favorite weapon upgrades for each weapon type as well as the materials I like to use. I'm guessing you lack in-game "cunning" and recommend you add critical chance(offensive leather) as well as attack(offensive metal)
If you don't want to use or don't have the materials I listed, you can take a look at the following to see which material will work best for you:
Leather: Offensive
Critical Chance:
Tier 3: Great Bear Hide - 1.75% Critical Chance
Tier 2: Bear Hide - 1.5% Critical Chance
Tier 1: Druffalo Hide - 1% Critical Chance
Metal: Offensive
Attack:
Tier 3: Everite - 1.75% Attack
Tier 2: Paragon's Luster - 1.5% Attack
Tier 1: Iron - 1% Attack
