People claim the new Blizzard sucks. However - with the mana no longer being a drain, but a one time cost, won't casting blizzard into a pack of mobs and then cast the regular static+EB+EB combo gain another 400% on top of that? Edit: So if I catch 3 mobs in static blizzard, that would be 1200% + 2250%

 

Also wondering about the new static meta. With other builds more viable you are now less reliant on static cage. But what if you want to use the new trespasser skills to take static cage further? What new skill options has a positive effect on static cage?

Blizzard damage doesn't proc the Static Cage bonus damage.  I just tested it.  Also, the damage is terrible because it can't crit.

 

Blizzard could really use a buff, imo.

Anything multihit, static cage benefits from. So if you build your necromancer around spirit marks alternate toggle you can do some decent damage.

 

In general I'm not a fan of the skill though. 50% damage per hit is pretty low and it's on an incredibly long cd. If you wanted to rival fire mine's damage to one target with static cage, you would have to hit it 32 times. To one target. Fire Mine can hit several with one cast, and with it's new toggle, can hit a target multiple times with one cast. 

 

The real power of static cage however, comes from detonations, whirlwind and deathblow specifically, as the former can detonate multiple times, and the latter resets on kill, which means you can get multiple discharges off. 

 

Blizzard remains the largest AoE chill effect in the game, so it's useful for proccing ice armor and constant chill effects for winter's ruin. Doesn't work with static cage however, as rynas says.
