Heya. (TL;DR version on the bottom).

 

Since I heard people saying that static cage is no longer "the one to rule them all" thanks to the new skills and balances making other combos more viable and EB random target upgrade for EB is bad, I wanted to test it. I run Cassandra, Varric and Solas (how original :P ) and me as a necromancer.  

  

My usual SC+EB combo tactic was to go crit on my mage. That didnt change. For testing this I was lacking the core staff for crit but I have grip+blade T3 for crit. My gear is sub-optimal and I dont even have a fade touched masterwork on my staff, so my damage is not even optimized. But it wrecks.  

 

Static+EB's biggest weakness was always total mana pool, so with the sigil of the bear (+100% mana) it really dominates.

 

Tactic: Static cage a group of mobs. Then use double randomized EB. Double due to flashpoint. That is 1200% wpn damage x 2 = 2400% weapon damage. With multiple mobs all targets will hit despite randomization. So that is 2400% / 2 (SC procs) = 3600% total damage. Yes - its not single target damage but it is still effective damage

 

For dragons, correct me if I'm wrong, but it seems that despite EB being randomized, the shots just hit different parts of the dragon (so 100% damage effectiveness despite being random). Also, sometimes you can pull off double static cage + EB. I also try to time it with necro passives for the 20% damage buff double EB. Reminds me of an MMO when I have to watch buff timers. But the damage here is 3600% + 20% = 4320% weapon damage is less than 4 seconds. If you take crit into account it is probably around 5000% wpn damage. 

 

Conclusion/TL;DR: Sigil of the bear + Static cage + double random energy barrage absolutely wrecks. Even with sub-optimal gear and no mastercraft effects like hidden blades / WB (Tested deep roads DLC lvl18 on high difficulty). If you dont believe me try speccing your mage for crit. Sigil of the bear is mandatory. I reccomend necromancer due to the 20% damage buff, mana/hp from kills, walking bomb mostly. You wont need mana or cc so rift mage is counter-productive. Single target is not a problem. The dot damage from WB/SM + the 900% nuke from WB coupled with SC+EB (even random) is still great at dealing damage.

An Assassin with Mark of Death paired with a Necro should get similar results. I haven't tried it yet.

MoD + Immolate/Consuming Fire + Pyromancer + Sigil of the Great Bear should also be pretty devastating. With Chaotic Focus + full Barrier, even more.

EB's alternate upgrade is buggy af.

 

It doesn't seem to apply the 100% weapon damage and the projectiles act extremely wierd.

 

Also, even if you energy barrage twice, you're still only getting a 1200 modifier from Static Cage, which is super mediocre.

 

The skill is good for discharging, but it's not worth using on discharge immune enemies imo.

is it even worth taking the upgrades to EB? I heard energy bombardment doesnt work

In my tests only half of the missiles hit well maybe 2/3s as they sort of hover around in mid air for ever. So I did not bother. But on a large target like a dragon it could work.

With 3+ mobs they seem to all hit for me. With only 2 mobs some miss (as I've seen). 

 

The regular damage is 66%, upgrade is 100%. So that is 44% bonus damage per hit. Just a quick disclaimer: For single target damage, the standard -2% (stacking) upgrade is way better naturally. But for regular combat where there is almost always 3+ targets the "random target" toggle is superior in overall dps. This is important on nightmare were mobs have a lot more HP and it takes longer to eliminate the groups you are fighting. 

 

Dragons is an exception when it comes to single target dps. Randomized EB seems to ALL hit the dragon, just different parts. 

 

I use the random damage toggle for EB for general use and only swap to ST EB on bosses, on some bosses (adds) random EB can still be better for overall DPS unless it is a DPS race (like if you are fighting the envy demon early).
