I've always gotten the Virmire mission after completing either Noveria or Feros. I just finished Noveria with no mention of it from the Council. Am I remembering wrong or did I do something out of order? I haven't gone to Feros yet, so I guess all I can do is hope the Council brings it up after that. Still, it's confusing.

 

edit: should mention that I just read that the requirement is two plot missions, and I've completed Therum and Noveria. Now I'm wondering if my game is screwy.

You do need two of the missions: Feros, Noveria, Therum to trigger the Virmire mission. If this does not happen, it is likely a glitch.

So how can I fix it? I reloaded a save before finishing Noveria and it didn't change the Council debrief.

Ugh, nevermind. I forgot that it's a separate communication and not during the debrief.

No idea. I've never encountered this myself. You could try doing Feros or one of the side quests to see if the council contacts you then. The problem with Virmire is that it is a main quest, so if it is glitched, the game may become unfinishable.
