it's not that unlikely. Think of all the stunt doubles in the likeness of famous actors used in scenes considered too dangerous to risk the real talent for. This is on a planet of a mere 8 billion people. Multiply that number a few times and you'd have the human population (probably reduced after the reapers)
I think it's fair enough to include a soldier that looks like shepard somewhere in andromeda. It doesn't even have to be more than a cameo.

I'd be cool as an easter egg. You're going into a hub and see a random drunk dude/girl with the default shep face. Or a krogan named mordin 
How about every time the Pathfinder looks into the mirror in his bathroom he sees Commander Shepard staring back at him. Seeing himself as Shepard gives him courage (like a little kitten seeing itself as a lion). lol

Hawke is different though, since those face models were simply made by BioWare themselves, which will always vary when the engines change. Sheploo stayed the same throughout the trilogy, even though imports always looked a bit different from game to game.
Yeah but Mass Effect is moving to Frostbite as well. So a "Shepard look-alike" will be different. Likely dramatically so, just as Hawke looked very different.

Every time I see that it instantly cheers me up. Though on Liara I find it more fitting.
