Bioware, why would you include a Pirate (Captain) Cutlass and not let Isabela use it?

Hold it, did I ruin the Cutlass (trust me that wasn't me, I think you want to blame Billy or Blar or Luke, or whatever intern decided that that weapon would be underwhelming and unusable by the games only pirate) or did I ruin his awesome avatar picture thingy?

Well as she is a rogue type, it would have to be reduced in size. Do you REALLY want Isabela to attack the enemy with a cutlet?!
(Nut or lamb depending on whether she eats meat.)

My issue is there's an Armada Captain's Knife and we didn't get that for her. Its an amazing weapon:
119-123 AoE
296-306 DPS
+24% Crit Damage
+5 Cunning
Enhanced Basic Attack: The end of the attack chain now hits all enemies in the area
Grip and Rune Slot

And cause I put it on an armor for Isabela ... just got "Superior Prowler Armor Arms +16 Cunning" .... were these added recently or am I just unlucky because I only got +11 cunning arms before?

Thanks ... and I know RNG is the worst thing ever but seriously? Am I the only one playing for months and getting none of these? Are they superduper rare?
Got enough of the +16 Constitution upgrades but never one of these ... working as ....
