By using a whip...

No matter what I can think of, it still sounds like some gimmicky charater. The venom shotgun was a good idea and I would accompany this with some kind of piercing venom toxin power. And his heavy melee should definitely be a bear hug.

One could imagine a mix between capture the flag & a "friendly submission" net, to charge an extra barrier on top. A slow movable object that has to b protected, or the team loses its ability to "tank".

On a lighter note, u can simply change the fps 2 0.1

How? Amazingly. I don't even care what powers or weapons it'd use but I am convinced it'd instantly replace TGI as everybody's favorite character. It'd just be /that/ good.
