What I mean is, did this scene ever occur in game? I was always curious but never encountered it, same with the heist scenes with Kasumi.

Not that I know of. Looks like a promotional picture of some kind. but I really like it! Didn't know it before.

The heist scene does happen, it is just less obvious than most. There is no map pointer for it, you have to go into the SIlver Coast Casino and inspect the suspicious device near the quasar machines.

It reminds me of my main beef with the party in Citadel; why are Garrus, Zaeed, Wrex, etc wearing their combat armor to a party? Garrus puts on a suit for his meetup after all. And there should be an option in the main game to tell James to 'put on a proper uniform goddamnit!'

 

Come to think of it wouldn't it been cool to have a dress code option for the party? You could pick 'come as you are' and everyone would show up in their workaday outfits, comments like Zaeed saying 'Meant to thank you Shepard. Thought I'd have to wear a monkey suit.' Or a formal option to get everyone to dress up (Liara, Miranda, Steve would all have approving comments). It would have added a nice bit of variation.
