What is the best way to hit an atlas as much as possible with a rifle that has no innate piercing without the use of ammo?

They're additive. So Double yes, Triple no. Just shy at 2.45 combined.

Depends on the level of the mod I think.
At 5 yes, at 1-3/4ish no.
You can check in your weapon modification screen.
Edit: assuming that heroicmass was right that double requires 1m penetration (I don't actually know the exact required value).

Although I never got why the Engineer's backpack is in orange when the Pyro's backpack is in red. Really they almost need their own colour as they are the only two things that you can damage that have potential to cause AoE to other enemies. (Oooooor players.)

Those are in fact my usual spots. Feels silly asking this when I've played since demo, but I've only learned by shooting at these guys enough. Needed to reaffirm this stuff.

I don't think they are clearly defined for many of them, and in many cases they aren't headshots.
But: Phantom double hit headshot through bubble: 2m
Banshee is listed in many places as 2m, but I never saw actual data, and it seems like 1.5m will do it for body double hit.
Atlas double hit through canopy is a fairly small value like right under 1m, but triple is normally cited at 2m although it may be more like 1.5. Some data is missing from that link now.

You can never go wrong with as much cover penetration distance as possible.
The main problem you will have going mods for distance on non innate penetrating weapons is that the second or third hit will be at reduced damage since mods do not penetrate cover at full damage.

Yeah sure, but sometimes you want to know how much you can get away with for flexibility. I know I asked once before how much was needed for Banshee warp bubble double hits (ie. if APIII is enough or does it have to be at least APIV?)? And no one seemed interested.
