Well being blind is a pretty severe disability. As you said, the Fade could make a blind mage pretty interesting. Especially if they worked with a Spirit or Demon to get some sort of "sight" in the world around them, maybe like how the world is seen when someone wears The One Ring from LotR. I am all for something like this that adds to the character and uses the world. I am not in favor of "I have this condition IRL so I want a character that has it."
Yep, I agree. The "blind" device would be interesting if they could work it that they had some sort of second-sight. This is especially crucial for a follower who would be expected to fight in combat.
Now, I'm sure some will remember the mostly-blind templar, Ser Otto from DAO who still was able to participate in combat. From the DAwiki: "Upon meeting the Grey Warden's party, he comments that he has 'sight enough to see' them, possibly implying that he can still perceive people and objects within his immediate vicinity to some degree. This would explain his ability to navigate the exterior of the Alienage, and later inside the Orphanage at the heart of the mysterious activity," with the addendum that, "He makes up for his lack of sight with his unique ability to sense evil or impurity."
So, in DAO Ser Otto was not completely blind in addition to having a sort of second-sight that he was able to use and still be effective in combat. But I don't know if this would fall under goofyomnivore's interest in a bind mage character since the person would not really be disabled, but only experience the world differently. Geordi from Star Trek: The Next Generation is blind, but he "sees" with his ocular device.
