Please take into consideration the quotation marks around best, as it is entirely subjective, and it depends on what you are saying it is the "best" of.
A few years ago before I ever played a BioWare game I was told by a friend that their games contain a selection of romance options, said friend compared it to dating simulators. I thought it sounded shallow, and scorned the very idea. Eventually, do to receiving them as gifts, I played both Dragon Age: Origins and Mass Effect. Although I ridiculed the idea of romance options I decided to explore them. I was curious about their appeal, and thought that I might as well commit to it since it was an option in the game that the developers had apparently put effort into.
I'm sure it's obvious by the title that I did grow interested in the romance options. The characters were so fully fleshed out and well written that I felt the need to know as much about them as possible. In every game thus far I have played through every romance at least once and I feel as if I understand each romance optional character better for it.
I have just finished all my play throughs through Trespasser, and I now feel the need to express my own opinions on the merits of each of the romances available to you in Inquisition.
Cassandra was the first romance route I took. She seemed plot important and I had already created a male character who shared similar views with her. I'm letting it be known she was the first because I think there is a certain amount of bias you may have towards the first character you choose to romance. All my first discoveries were with Cassandra, and my first character is usually the one that is most like me. I like Cassandra, she may be my favorite romance, but I would not consider her romance the best of every category.
For best, as in the most romantic romance I would choose Cassandra's.
For the funniest, most light-hearted romance I would choose Sera's.
For the most interesting romance I would say that would have to be Solas's.
For the most realistic (as in could possibly work out in the non-fictional world) romance, although it was close with Cullen, I chose Josephine's.
I would say for the ones not mentioned that Dorian's real world connection made his romance very emotional, that The Iron Bull's surprised me with how deep it was, that Cullen's was sweet and I was glad to have given that man some happiness in one of my play throughs, and that although Blackwall's reveal didn't surprise me, his redeeming qualities did.
I did not dislike any of the romances, and I believe each of them has their own charm and would recommend you attempt to play through all of them. It certainly brings a new light to certain characters, and fleshes out the ones you already know well.
