Who's Baines?

Are we finally going to find out who Baines is this time? That unfinished story arc was never mentioned again after you talk to Admiral Kahoku on the Citadel. I know they said he died be definitely had something to do with Cerberus. When you spoke to Anderson about it, he sounds really suspicious. It must have been big if Anderson didn't trust Shepard enough to tell him something.

 

Why did Bioware just leave the arc unfinished like that? Please, for god's sake, give us some information and, in the words of a certain Biotic Terrorist, finish this charade.

Anderson had Baines rubbed out because he had info on his ties to Cerberus, which the shadow broker also had info on , which Liara ultimately buried and kept from Shepard, who didn't think twice about the Cerberus operative seen talking to Anderson on the Citadel.

Or something.

I always assumed this was supposed to be the start of the story for the Illusive Man, but then they went an wrote a book about him later with a different origin so just scrapped the whole Baines bit.

If I recall there was a plot line involving Cerberus, including Banes, and some of the other corporations like ExoGeni that was cut from the final product.

Yup. It was Banes and the Terra Firma guy from ME1, I think. It tied into the Hanar sidequest for Kasumi, but was all connected with a Cerberus coup. The Hanar worked with Terra Firma and had a bomber on the wards. It also had Emily Wong and Al Jilani strapping a cam on Shep to search for the bomb, while they reported. I think Thane was involved too (or Kolyat if Thane was gone). You would later go to the Hanar homeworld to finish things up.

 

A whole bunch of stuff tied to this actually.. completely different (and seemingly) better role for Kai Leng later among other things. I guess it's like dominos.. change one and a whole bunch of connected plots need to be changed. It's probably why Javik was cut into DLC as well.
