If we were talking about japanese anime VAs (the so called "seiyuu") I would ensure you that he was right... you cannot even image how deep is the bond between each actress and their characters, even if it's not a "physical" acting, but honestly I don't know if the same attitude belongs also to Western VAs.
Well the thing is that if you are doing job you can't quite demand writer and developer change their character either just, because you don't personally like something.
It may not necessarily have been a demand to change the character but that the voice actor had difficulty with acting that part of the role and the voice actor's difficulty bled into their performance despite their attempts to not let it so the developers and writer omit or change the part. I believe this can also apply with actors.
In some such cases, such voice acting can accidentally result in and adds Unfortunate Implications to scenes because the character can wind up sounding uncomfortable as a result.

So I think they had it planned, but simply decided otherwise. Why they changed their mind after recording it all out, I cannot say.
They did the same with Kaidan in ME1. Shame they kept removing bi romances.

I believe Thane Krios also had romantic dialogue intended for a male Shepard that can still be found but his character was not included as an actual option for romance.
