Commander Tann seems to have disappeared from my party while rescuing his men. He is nowhere to be found, and if I go back to the fort I don't get the cutscene with Valis (who is also now mute). Is there anyway to get him back so I can trigger the scene to progress?

it'd be difficult. The confrontation is supposed to start when Tann enters the Fort Locke area w/ party.

Fort Locke is a nightmare. I suggest running the following console commands, while in the Fort area, then pretending it never happened.
// from 'brill.dlg' - end conversation script (note: Brill is Valis...)
rs ga_henchman_remove("12_Commander", "") // make sure Tann is really gone
rs ga_local_int("CmdrInParty", "0", "$MODULE") // let module-object know ...
rs ga_lock("BlacksmithExit", 0) // open the back gates i guess; doesn't actually seem to be linked to anything, really.
rs ga_local_int("12_tann_back", "1", "$MODULE")
rs ga_global_int("12_bBrillTannDone", "1")
rs ga_local_int("CommanderQuestState", "5", "$MODULE") // makes Valis' dialog unresponsive (commander quest done)
rs ga_journal("FindFortCommander", 6, 1, 1, 1) // complete quest in journal
rs ga_global_int("12_help_cormick", "2") // deal with cormick quest (might not be needed but shouldn't hurt)
rs ga_journal("GalenEscort", 50, 1, 1, 1)
rs ka_hotspot_show("1217Highcliff") // just to be sure you can get out of the *bleep* that is Fort Locke.
