Out of all the odd choices I have to wonder why does Calpernia have Queen anora's hair but Queen Anora doesn't have Queen Anora's hair?
Why was that choice made, exactly?

First there's armor we can't use, then there's skills we can't use, AND NOW THERE'S HAIR WE CAN'T USE?????
Why can't the inquisition...inquisit as to where all these things are?

Same reason why qunari inquisitors can't have horns like Bull's. They want certain important NPC's to have unique and distinctive appearances.

I remember back when Elder Scrolls: Oblivion came out and long time fans of the series had a minor rage over the fact that the Emperor had hair in that game but had been bald in the previous game he had appeared in, with people developing wild theories about hair growth magic and what not.
Then someone asked, "Why couldn't he have just shaved his head, got bored of the style a few years later, and grown it back out again?"

Same reason why qunari inquisitors can't have horns like Bull's. They want certain important NPC's to have unique and distinctive appearances.
But then...why not give Anora that hair?
And why not let us have the bare pecs avvar armor? >.< Those nameless NPC's aren't important

Because they decided Anora wasn't the type of person to keep the same hair style for fifteen years.

BioWare messed up. But at least it will be included in the Super-duper Awesome Epic Edition coming out this Christmas.
But seriously, they completely messed up on Anora. They didn't even bother to program her texts to display Cousland as her last name even though they have a world state check for her marriage to the Cousland. She got a short crappy cameo in an optional mission that roughly half of all Heralds will bypass. Also, there was no reason for her to go to Redcliffe. It made no sense to walk into a hostile situation involving a Tevinter magister and cultists.
But if that made sense, then why not let her appear in Trespasser?

Because Anora would only be present in some of the imports. Either married to Alistair or Cousland or solo queen. Whereas Teagan was an NPC who would be present and alive in all world states since plot armor keeps him alive throughout all three games.
As to why Anora had a different hairdo. She's queen. She isn't limited to one style all her life and has the resources to get something new whenever she has the hair to do so. In all my years on this planet I haven't stuck with one hairdo. It's been over a decade since the events of Origins.
Bioware didn't mess up, there are logical reasons she wouldn't look the same as she did in Origins. Maybe some styles were hard to generate in Frostbite, and since Calpurnia, Bull, Dorian, Cole, Blackwall, Cassandra, Josephine etc all had 'set facial parameters' and not something mutable by player agency, they were able to control how it fit and looked on them.

Actually she doesn't change her last name in canon. The Warden is always technically prince/princess consort.

Yes actually, I demand Anora's iconic hair that we saw for like 1/20th of the game be there. My characters are not allowed to be changed by Bioware physically or they'll become Zevran.
I honestly wouldn't have cared if Calpernia didn't also have it and would have shifted my attention to her awful dress.
Alas, Calpernia has it and so should Anora.

This is also why Monarchs have ambassadors and other delegates to carry their orders and messages to other nations. They can't go on every single diplomatic mission. You can find a letter in Trespasser from Alistair (or Alistair + Anora) to Teagan discussing the mission Teagan is on in Orlais. I am unsure if you find one from Anora, the only quizzie I've run through Trespasser was a world state with Alistair as solo ruler.

That's a lot of voice files and models to use. So, yeah, money.
And it's possible they couldn't get Anora and Alistair's VA's in for more sessions.
Aside from that, they probably would have used Teagan regardless because everyone really liked Teagan and their mindset going into it was that hearing these unpopular opinions of why the Inquisition needs to disband coming from someone everyone likes would give it more weight. Coming from Alistair would have accomplished the same thing, but Anora is far less popular.

Technically, it's not even the same hairstyle. Calpurnia's has more volume to it (they resemble meatballs) than Anora's (which is a flatter roll). In the various Origins games I ran I had several different Anora mods/looks, having gotten tired of the same old same old from game to game to game.
It's certainly similar, but not the exact same hairdo.

Kings and Queens sent ambassador's to other countries to solicit other royalty to marry them or form alliances by marrying their children. I don't think the Inquisition rates so high in importance it requires royal presence.
Doubtless, Alistair/Anora came to Redcliffe to make sure Fiona got the message loud and clear to GTFO. But they felt that Teagan could handle the issues in Trespasser well enough to get the job done.

Do people even change their last names when they get married in Thedas? Anora is still called Anora Mac Tir after being married to Calian. Leandra was also still called Leandra Amell, wasn't she?

There is also the consideration that the Inquisitor stopped an assassination plot against Celene only two years prior perpetrated by Corypheus (carried out by Duchess Florianne). Gaspard brought armed mercs into the winter palace right under Celene's nose. The uneasy peace that's existed between Ferelden and Orlais is only 4 decades old, and Orlais is making rumblings trying to reclaim what they lost. Teagan is a lot more expendable than the King/Queen of Ferelden if negotiations go sour.
