The Arc Pistol is all about landing charged shots accurately (only use uncharged shots against swarmers).
Try it with a character that has a power that can stun/stagger/panic an enemy to hold them still for you. Warp or Incinerate are good choices. Fire the power; while the projectile is flying, hold the trigger to charge the gun. When the power hits, you have a window of opportunity to line up a headshot. If the enemy dodges the projectile, you might be able to take advantage of that to line up a shot when they're standing vertically again.
I'm no crack shot (on PS3 btw), but the above works well enough for me.

I see alot of gameplay with this little aerial static peashooter. I have tried it on a few kits bit I just seem to suck at using it. Any tips from you Arc Pistoleros?! I play on Xbox by the way. Thanks.

That would be perfect. As Stephen said, use mainly fully charged shots (those which consume 3 bullets) for max efficiency and practice first with characters who can stun enemies. This gun is a beast, so it's worth getting better with it.

Duration is a viable choice if you take the bubble evolution at rank 6. As for his build, I'm guessing the rationale is that most things will die to a charged headshot anyway so stasis breaking wouldn't be that common (phantoms may be an exception).
Piercing and heavy barrel are both good but you would also get a ton of mileage out of the headshot pistol mod. With the AA I usually take the heavy barrel and piercing. I skip the mag upgrade because the arc pistol has good spare ammo and a quick reload.

What are the best mods for this gun?
Standard outfit, increased damage barrel and armor piercing.
As for playing the gun, always pre-charge and treat it like an accurate shotgun, or say a poor man's Talon pistol. This weapon is a beast.

I'm still learning, but the Arc Pistol is my new best friend. A detail I like about it is the distinct sound it makes when charging. It can be easily heard even in the heat battle. This has helped me a lot in the timing of shots and using powers.

Whilst all of this is true, I will also point out that it is just a SLIGHT variation on my Black Widow build, where Duration vs Strength comes down to Biotic Explosions, since Black Widow always breaks my Stasis (ands stupid newbs with peashooters, KEEP YOUR LOCUSTS OFF MY STASIS!), bigger window (Duration) for detonating helps a LOT. My personal favourite is using husks as time bombs for the bigger units, so much fun killing a brute with a detonated Husk.

The AA is my favorite class for the Arc Pistol, and This is how I spec her.
You can put whatever makes you feel best in the armor consumable slot. And you can even use a Headshot consumable instead of the Pistol Amp if you want. Most regular enemies get taken out with shooting, possibly with Stasis first. You can use Throw to stagger enemies to line up headshots better. Most of the most threatening mooks (Phantoms/Captains) should definitely be Stasised, which makes it very easy to 1-shot them with a headshot. Bosses get Warp-Throw combos, with as much shooting as possible in between.

IF you have the Volus Adept unlocked then I'd recommend using him for your Arc Pistol practice instead of the AA. You stasis snipe exactly the same, but you're forced to use the gun a lot more since biotic combos will be almost non-existent.

For learning the gun, I'd suggest the QFI. You've cloak> sabotage to line up headshots if need be, a cloak that you can get up to 3 damage buffed charge shots out of if not (precharge then cloak and first shot release won't break it), and stickies for those big armored targets that you can't end with a single headshot like everything else. Suit her up in all black and name her Admiral Xen for maximum style points and lore friendliness.
If you git gud enough to forego hitscan stagger, you can then move on to putting it on the QME. Laugh as mooks are burninated, blown up and headshot in droves from across the map and armor is reduced to puddles by Tacscan, fire explosions and headshots. He's like bringing your own portable orbital bombardment machine.
Best mods for it in general are Heavy Barrel, Magazine and Drill rounds (charge shot base damage is so high that you lose infinitesimal damage from Armor DR, making Drill's extra piercing for boss double hits better than AP's slightly higher damage bonus). Crainial trauma is good vs mooks but less so vs bosses, and since the HVB weight glitches there's little reason not to use it if maxed. Heavy barrel and piercing with incendiary or disruptor are also good if you want to detonate ammo (very good on QFI in conjunction with sabotage 6B and stickies for very strong tech explosions).
In general, never use uncharged shots unless a target has a single health bar or so. When you get comfortable, you should always attempt to fire the gun before powers if you can, so you can work the charge into casting animations for no loss in DPS.

Lore and stuff is ok but the one true master and a good learning platform for arc pistol is
He has massive weapon and headshot damage, two powers to stun or weaken enemy protections and is tanky enough to eat some bullets until you headshotted the trooper over there. Stability and damage reduction helps you to keep the focus.
Have fun with this versatile charakter. Also note the reach and flexibility.

Just use it charged, aim for the head, Geth scanner helps, plenty of penetration, drill, AP, barrel and headshot through walls, QM is one of my favourites, but a bit squishy. Turians have nice shields and health and are easier to stay alive with.
Run around with it charged and you may get the Holy Grail of kills as you go down a small incline, the gun fires and BOOM, headshot, no skill involved at all!
Just practice, practice, practice.

...do not ever forget that what makes the mighty ARC the one Pistol to Rule Them All is that in addition to the powerful charged shot it also has nearly the best fire rate of any pistol. Like the Predator or Suppressor, it will shoot as fast as you can pull the trigger...this means that it can be either a Paladin/BW/etc *or* a Mattock at any given moment.
