Anyways, I'd say Shiala as the #1. She clearly wants Shep in ME2 and would be kickass as a more aggressive asari aboard the Normandy to fill the void left by Samara.

Khalisha Bin Al Jalani? Much more interesting in ME3 and potentially expandable from ME1 though again not an option that was developed
The ME1 undercover operative on Noveria (Parasini) also sadly not developed in ME2 as Parsini was obviously a Shepfan
No Alliance crew members on the Normandy
Odd I seem to be wishing that Shepard developed a Geralt of Rivia personality with regard to liasions with the opposite sex. Certainly Shep could have easily spent time with Parsini, Dr Michele, and Shiala. Can't see my Shep spending a lot of time in the Courtesan's hive in the Presidium
standing around sipping cocktails and small talking. He/she after all is a man/woman of action!
edited replaced Dr Chakwas with Dr Michele. Chakwas is totally great, but a little matriachal, even for someone of my age

I agree that the default romanceable NPCs in DAI are like having a choice a between self harm or permanent psychological scarring. The Qunari could be a potentially wounding choice while Cassandra seems to love inflicting pain too and not necessarily on herself. But what choices are available for a hetero male? The ambitious Mage in mourning for her lover?

After rescuing her from Fisk and his thugs, you don't get the opportunity to develop anything that Michele would find interesting except maybe a virus. I think there is a way for you to get her on the Normandy in ME3 as the doc, but Chakwas either has to be canned back to the lab on the Citadel, or get killed in ME2 I think

I always play as Femshep, and I always Romance Garrus. Can't stay away from him.
BUT....I would have been tempted if Joker or James were options!!!! I wanted Joker so bad in ME2 until Garrus stopped calibrating long enough to flirt back.
Javik would have been interesting. His sexy easter egg in the Citadel DLC is hilarious.

I beg to differ, she's quite the smoke show, especially given how she doesn't look older than her early-mid-40s. I would've had sheploo ask her to help him stress test his mattress if i could've.
Oh, and I would've had femshep 'mance Zaeed. Him beating on that batarian on Omega gave her the tinglies, and witnessing his bad boy antics in his LM almost caused her panties to drop. Poor gal never got her wish though.
