Just wondering if the pc community of the me3 have found away to add more health to enemies and buff protections? I was thinking of modding me3 such that it plays like me2,

So i invision me3 combat mechanics+Me2 insanity difficulty+Me2 weapon mastery (i.e. make it so that we can carry weapons in every slot, minus heavy weapon)

From what I have seen, I do not think you can actually add protection layers to enemies. You can tweak other variables though. You may be able to change existing health, armor, and shield/barrier values.

A few people have attempted to increase the difficulty of the single player campaign:

Spectre Difficulty by Kronner (never completed).

Krogan Dream Insanity Mod by vertigo72 (listed as work in progress, likely never finished)

There may be others.

Making the game more like ME3 is somewhat possible.  You would need to edit coalesced.bin to do so.

In bioai you can modify enemy accuracy parameters.  Enemy damage, and HP is in the difficulty handler in biodifficulty.  As RedCaesar says, I don't think anybody was able to add new protection layers to targets who don't have them.

I tried fooling around with making a difficulty mod, and ultimately it was not satisfying since there isn't a great way to edit anything in the DLCs without introducing some other errors, and the fact that you can't actually increase the number of enemies in single player is fairly limiting.

Adding protection layers to ME3 enemies like in ME2 may not be possible, since in ME3 enemies have either armor or health, and never both of them like many in ME2.
