Dragon-Rage is the corner stone of the Reaver class. Devour is there to support it. Ring of Pain though, is just a waste. Most specializations have one skill that you have to get to progress through the tree, that just sucks.
Now I'm a little rusty on my DA:I mechanics, but I'm fairly certain Ring of Pain it drains stamina by %. So even if you boost your stamina pool, it'll just drain more. So adding more stamina doesn't really help. There is a belt or some such item from Trespasser (or one of the DLCs) that helps, but I honestly can't remember. Truth be told, using Ring of Pain just never pays off. Perhaps it is because I play on nightmare, but the damage it did was pathetic. For a while there it was doing physical damage when it was suppose to be spirit damage. (Did they fix that???) If it's still physical damage (which is mitigated by armor), then it is possibly the worst skill in the game.
The only lingering question is the value of Lifeblood toggle for Devour. When is more healing valuable to a Reaver? Afterall, the lower your health the more damage you do as a Reaver. My answer: It depends on the kind of player you are. If you like to play close to death but dealing out more damage, then you don't need it. When I played on nightmare with 'Walk Softly' and 'Even Ground' enabled, I found that I would die too often due to unexpected damage spikes. It was safer to have Devour at 80%. Sure it took a couple extra dragon attacks, but big deal. That extra 25% crit chance wasn't really helpful because I would normally be running a high crit chance (greataxe) build. Perhaps if I swapped to a %attack power (greatsword) build I might see the value of keeping Consume toggle for Devour enabled.
TL:DR Summary:
- Ring of Pain is a crap skill. It undermines your ability to balance Dragon-Rage's life consumption with Devour's healing. These two must be balanced or you die. Alternatively if you don't use Dragon-Rage attack, then Ring of Pain undermines your ability to use all non-Reaver attacks (whirlwind, mighty blow, etc).
- Dragon-Rage is the cornerstone of the Reaver. If you don't like Dragon-Rage, pick another specialization. You'll be happier.

Thanks to Zeypher. I had forgotten about the damage boost (and other benefits) of Ring of Pain other than the piddly damage it dishes out. Upgraded Charging Bull is extremely important for a Reaver and should always be used just before devour to reduce it's cost. I still think it ruins the class dynamic, but perhaps others will find it enjoyable whereas I did not.

Thing with Ring of pain is it gives a whopping 50% damage boost to both devour and dragon rage. Oh the original toggle for RoP now does spirit damage while the new pain bringer toggle does physical but it follows you so kinda like an Aura.
Without RoP one has to be at 50% health for your dragon rage to do as much damage as a full health RoP dragon rage. You are correct that RoP uses stamina as a % based.
If one does want to use ring of pain then the reaver has to be build around using as few skills as possible and charging bull with gore and trample is a must for emergency devour. Basically 3 reaver skills + charging bull rest all passives and situational.

Thank you. Honestly I had forgotten about the damage bonus and the importance of an upgraded Charging Bull. But 50% is an exaggeration. 50% only happens when you are dead.
The real deal clincher here is an upgraded Charging Bull. I had forgotten all about it. It makes Devour very cheap to use. However, I still remember being frustrated due to dying because my stamina was too low and I wasn't able to fire off a quick Charging Bull and Devour to prevent death.
I never played Reaver extensively though. I became bored far too quickly. I prefer classes that provide utility and damage.

Well you are a good templar player and while i like templar i love the simplicity of the reaver. Still wouldnt have minded if dragon rage used my weapon in its animation but otherwise not much issue.
