Chill alone does not trigger Ice Armor, otherwise the Heart of Despair would be the perfect solution; however, Frost Step, which normally only chills enemies, will freeze any (susceptible) chilled enemy (i.e. an enemy within the HoD's radius) and activate Ice Armor. This is not a good enough reason to use Frost Step in my book, though. If I want a survival skill, FC > FS.
I believe Ice Armor and HoD's DR do not stack.
I dont understand Ice Armor + Ice Mine...

Frost step does not freeze, ever.
On the keeper, its mana surge doing that effect. When barrier ends with the mana surge passive, enemies freeze in small AoE around the keeper.
On the Necro, only WG, IM and Blizzard freeze directly. Virulence may spread freeze when an enemy is killed with freeze on.

On a slight side note, I was using blue drop armor rather than the crafted purple I thought she was wearing. Just noticed that tonight lol! So that probably had something to do with her survivability

drakescale all the way until you get the promotes to not care about it, it doesn't matter if it looks ugly it does the job, fashion is for people in routine or who have enough promotions in melee (200+) to be able to wear whatever they want, also with hod staff she runs so slow its painfull and her casting rate is slower than with any other staff, it seems like the chill effect hits here more than the mooks who get close enough to it, and worse half the matches I played with someone using hod everytime I get close to them I get the chilled debuff, so either the weapon is bugged or they have friendly fire switched on and are actively doing damage to the team to troll everyone or are just idiots that doesn't know about the bug....

Props for the longest run-on sentence I've seen recently.
I have never encountered the bug you're referring to, nor noticed HoD slowing my character when equipped. Are you sure you're not the player with FF turned on?...
