Well. Still. With inquisitor if I can not use some skill directly I'll rather spend my points on passives. Such a shame though...

They use whatever is setup in their tactics. I usually have mages prefer barrier. Anything you don't want them to use remove from tactics. Sera's leaping shot in some locations is a bad idea. Trespassers had a location where she kept leaping to her death.

You can swap them around outside combat, plus you can let the AI play the Inquisitor.
Maybe set the non quick bar power to priority so the AI is likely to do it when given the chance - not actually tested this; some powers will likely work better than others here.
I have found the following works with my dagger-tempest.
Say I have nine powers I want to use stealth, plus eight other combat powers. I approach the combat area but still not in combat. Cast stealth, then swap stealth with deathblow or whatever on the Tatics panel. Now I can do the initial recon and place myself behind their spellcaster/marksman before starting the attack. With skirmisher I only really need stealth for the initial positioning, after that I would rather have an extra dagger attack for flaming chain.
In other words you can get over the eight power limit, but you have to think about what you are doing and work on a case by case bases.
In DAO with my warden i still possess the improved quick bar with over 200 skills......compared to the 8 of the inquisition is a whole world

You could sure. Just like the whole swapping abilities in and out. But what is so tedious going in and out of the menus, The limitation thing just creates needless frustration on players.

Not to mention the advice of "change your quickbar for each encounter" is absolutely useless if you're playing a new area blind (or if, like me, you can never remember what's best for which area and are too lazy to bring up the wiki). A simple solution, while still far from perfect, would be to allow changes to it in combat.
