So I have a guide book for this quest and I'm running around killing outlaws but the quest papers won't drop to trigger the quest but I have an ! In the villa for the key to get into the dungeon so how on earth to I get the papers to drop for the quest I've already killed everything in the Villa and got the purple vanguard armor it's just annoying me and I really want everything completed

I think some papers for the quest are in a camp next to Valammar. Or they might drop from the area between where you get Solas artifact quest and the dragon breeding grounds.

There should be some papers and a key on the balcony by the room where the guy who dropped the purple armor was. The exit is on the middle of the wall facing the lake. (I can put a picture later). The key and papers should be on a table on the balcony. You can use the V button to ping for them. 

I think that's the stuff you're looking for.

No you don't have to ping to get them, what he is looking for is the papers that initiate the quest not the ones that end it.

 

Truth be told, I don't know if they drop once you get to the fort. I know you get a quest for entry into Valammar if you click on the door into the ruin, before you pick up the key at the fort.

They are trying to trigger Deep Trouble right? As you say you can trigger it by poking the entry into Valammar, but you can also trigger it by picking up the key to the door.

The key is on the balcony along with the papers, The papers are just flavor text, the key activates Deep Trouble. The quest shouldn't have anything to do with drops, since I've triggered and completed it even when my game glitched out and the bandits stopped spawning.  

At least they should take  a look at the balcony, it has a very nice view.

I'm a bit sad that fort was never made to become a Inquisition stronghold

I remember being terribly disappointed the first time I cleaned it out. It would have made the perfect summerhouse for my mage and a nice vantage point to oversee and protect the Hinterlands. (After so many hours of questing there it sort of starts to belong to you).

At is the quest for the merchants fortress quest it says quest give orders found on or near mercenaries in Hafters woods or Avvar Vlade Vally I've been grinding non stop for the papers just so I can get this quest done but I can't even find them and from what it looks like everyone is saying that since I cleared out the villa and picked up the key the papers won't drop so I won't ever get this quest and that bugs me so much

If you mean papers that start The Mercenary Fortress quest... You can find them while doing East Road Bandits quest that you can get in east Hinterlands. They're laying on the ground in their mini camp, the one close to world map exit.

At least that's where I always get that quest started.
