There is also various codex entries of an apparent mad man, scattered all over the Frostback Basin in Jaws of Hakkon (in the underground prison and near at least one Astrarium being locations I definitely remember) mentioning the "Lizard Men", and how it has something to do with the Tevinters praying to "the Moon Men". I didn't give it much thought; until they were suddenly mentioned again, in such a disturbing and unhumurous account as in The Descent.
My wildest personal theory:
The fact that they are described by the Dwarven warrior to be highly organized, intelligent & proficient in continuous warfare; possibly somehow at odds with Tevinter (according to some random lunatic); in conjunction with Bull's story about how modern Quanri were once cross-bred with dragons; and lastly, since nobody knows or bothers to definitely tell you where either originally came from... There might be something there. Or something completely different.
P.S.: Or of course the entire lizard men thing is just another inside joke at BioWare, like the cheese & Towers of Hanoi.

Seriously, I have never encountered anything like this in game.
My first thought was werewolf and my second thought was the Scaled Ones.
The unevolved form of Qunari I suspect, like a precursor.

Lolwut? Yeah, because "here be dragons" is what *I* think of when I see a pic of a weird lizard dude...rotfl.I note that the mural in question is literally a stone's throw away from a dragon. It could just be a Dalish mural warning passerby that dragon nesting grounds laid nearby.
The "snake-kings of the earth" guy? Pretty sure it's a reference to conspiracy theorists IRL. Had a conspiracy nut housemate a while back. That codex sounded remarkably similar to what he'd say if you so much as breathed the word "pyramids" in earshot.
Except, he'd go on for a couple hours longer. Pretty much infinitely. It turns out that the ancient Egyptians did discover a secret power source, and it was turbines powered by the perpetual motion of conspiracy theorists' mouths.
It's possible that the codex is both a tongue-in-cheek reference to David Icke, the conspiracy theorist who seems to earnestly believe that the world is being ruled by twelve foot tall inter-dimensional lizard aliens - while also being foreshadowing about the Scaled Ones, who themselves may well be a reference to Icke's twelve foot tall inter-dimensional lizard aliens, for all we know. Though I suspect there's a bit of Robert E. Howard fantasy in there, which I'd support whole-heartedly.

I figured it out, it's a Bangaa.

It's an elf who was really bad at drawing trying to depict their mother, which while a terrible representation of their mom, is an accurate depiction of what a Qunari/Lizard hybrid would look like. Mystery solved.

Careful. Crazy speculation and theorisation below:
When Kieran talks to a Qunari Inquisitor, he says he's sorry for what happened to his people.
Something happened to the Kossith that drove them to Par Vollen. Perhaps related to the creation of the Veil? Or something related to dragons? Iron Bull hints at Qunari having dragon characteristics and there being experiments with interbreeding dragons and Qunari. Hence the horns. And perhaps the greyish skin as well?
Could the creation of the Veil have severed the dragons' contact with the Fade and had disastrous consequences, turning once clever creatures into mindless beasts? At the exception, perhaps, of the dragons that contained an Old Soul within them?
And then, a Codex in DA:I states that they travelled all the way to Southern Thedas, as far as the Arbor Wilds, to run away from something. Isn't that where we find Mythal's Temple? Were they seeking the help of an elven goddess, one that curiously wears horns as a headpiece?
But then the Codex states they came in contact with the darkspawn and some were tainted, driving them to Par Vollen.
To me, that voyage makes no sense. Seriously? Depart from the extreme north to the other edge of the world and then back? Why? Couldn't the Kossith have settled in the regions known nowadays as Ferelden and the Free Marches? But as for the rest, whatever happened to the Kossith could very well be related to the fate of dragons and a possible correlation with the creation of the Veil. It was not only the Elvhen people that were affected, after all. All Thedas changed after the Veil was lifted.

But seriously, talk to Cassandra after you pick up the Reaver specialization. She'll tell you about Nevarran dragon hunters who drank too much dragon blood and found themselves mutated. I don't think they looked quite that awesome, but there you go.

Stupid, feeble attempts at funny aside, my personal guess is that it is one of the Scaled Ones, and the mural is a tease of this new race we will probably get to see (and sword/arrow/dagger/magic in the face) in the next game.
