Was he supposed to be BioWare's Inquisitor all along? The game felt more like a chain reaction from what he did. Corypheus, red lyrium, Varric and Cassandra, conclave of Templars and mages. It all seemingly made more sense with him. Even having Stroud or whomever as the Warden contact.

I'm sure it's been asked and discussed, but if not, what do you think?

Hawke was either the first or second choice for the Inquisitor of the Inquisition. Cassandra tells you this. In a way, it would make sense, but Hawke went into hiding, and all of the possible Inquisitors were at the Conclave. A lot of events are heavily tied to DAII, because it was more recent but I don't think Inquisition would have done too well if Hawke was being used again as the protagonist for Inquisition.

Some of the plot of Inquisition was repurposed from Exalted March, a late DA2 DLC that was announced, cancelled, then folded into DAI. We don't know exactly which parts of DAI came from Exalted March, but we do know that yes, some of DAI's subplots were originally concepted with Hawke in mind, then later turned over to the Inquisitor.

 

Though, interesting point, Gaider said once that the repurposed parts weren't exactly the ones we tend to assume, so who knows? I don't think the mage/templar war was necessarily planned out with Hawke as the central part because Hawke wasn't a neutral third-party figure in that war the way the Herald is, but the late Dalish subplot does sound like it would have worked much better with Merrill than Morrigan as the guiding figure with all the knowledge of elvhen gods and eluvians that the originally human-only protagonist wouldn't have.

Hawke probably was supposed to be the main character in DAI again, because Bioware tried to make him the Fantasy Commander Shepard. But enough people complained about DAII that Bioware decided to scrap the expansion and go back to the drawing board. I personally loved DAII and Hawke, but then again the community is divided over it.

A lot of DAI content was supposed to be an expansion for DA2, but when the people made it clear they were done with that noise BioWare scrapped it and rewrote it to be part of the main game of DAI with a new protagonist instead.

I doubt it considering that the concept of Da from the very beginning has been a focus on the world not a single character. It's a fun thing to play around with, considering how many things would be different. Adamant for example would be vastly different. Considering the two Codex for Hawke dependant on if she supported mages or templars, there would have had to have been extra content based on that choice and how mages/templars would respond because of it.

IYHSB would have been hugely different since well, Corypheus.

It's fun to theorize. I do somewhat regret that they decided to go with multiple races rather than one, since I think the setup for Hawke made her a more alive, in my opinion, than the Warden. Especially since her family could carry through the entire game. Origins couldn't have done the same, since there were too may variables. Yes, I know there are references and someone appears from the past at the Temple, but that's just not the same as Leandra's murder, one of the sibs getting the Blight and either dying or being recruited into the Wardens, Carver joining the Templars or Bethany being taken to the Circle.

I would like to see more of that, but I know that's a minority opinion.
