How is it that most games these days allow seamless switching between KB/mouse and gamepad, but no, not Dragon Age. Some games even accept input from all devices simultaneously... If you want to change input device in this game, you have to first change settings in-game, exit the game and then relaunch. If you later forget to turn on your gamepad before launch, the game detect no gamepad (understandably), automatically switches to KB/mouse for you... Probably so that you can exit the game before launching again... Very annoying... On top of that, the game doesn't disable (hide) the cursor when gamepad is enabled. You manually have to move it to the side and hide it by the edge of the screen. The cursor doesn't do anything mind you. Doesn't let you navigate or click on menu items, exit the game and so forth. No, that is not permitted... It just hangs there, completely and utterly useless.
Incredibly inflexible change of input device.

The explanation at launch was that the different input methods required completely different GUI's and this was problematic to switch between during play (or something).
When you say you need to "relaunch the game" after changing settings, do you mean from the main menu or close Dragon Age down completely and restart the .exe? if its the later, then no thats not right. You can switch between KB/M and Gamepad from the main menu without restarting Dragon Age but you can't do it during play. If you've forgotton to plug the controller in then yeah relaunching may be necessary, but DA is hardly alone in only scanning for input devices at launch. At least it allows you to plug in USB headphones seamlessly mid play which a number of games don't yet support for some reason. I just don't unplug my 360 controller - I don't see any point to be honest.
Leaving the mouse pointer on screen is an irritating choice but I find that moving it to the bottom of the screen and it disappears (unless I knock the mouse). KB/M implementation leaves a fair amount to be desired to be honest.
