I understand that those two were Collector creations, but they used the same tech as Reapers right? Given the similar designs. Plus they both used humans as the basis of their construction, and the Reapers had a strong foothold on Earth for a while. The Collectors were merely pawns for the Reapers, wouldn't they have access to like, blueprints?
I don't recall there being any Collectors or Abominations, either, except in the Arena. The ones you fight in multiplayer are the "stragglers" leftover despite the destruction/taking of the Collector Base at the end of ME2. Kind of like the geth you fight are the unconverted heretics still leftover after Rannoch.
Or, if you want the common sense answer, they hadn't coded for Collectors of any kind until after the DLC/multiplayer update releases.
