I can only rate them based on preference:
Venom > Wraith > Crusader = Raider > Graal > Eviscerator > GPS > Disciple > Claymore > Piranha > Katana > Scimitar > Reegar
In terms of effectiveness reegar would be somewhere in the top 5 and claymore will move up 2 spots or so. The others may shift by 1 spot either way.

Although it does depend on play style, I guess...
I swear to the one true Nicolas Cage..No one ever says the Crusader is one of the best shotguns... It's like I am running for President & I am the 20th ranked candidate that no one has heard of or listened to.....FeelsBadMan.
Claymore - 9
Great power and reload cancel time. Only downside is eight so I don't use this on casters.
Graal - 8
Excellent damage and weight, applies ammo very well. Off host can be hit or miss.
Wraith - 10
Best hitscan shotgun in the game. Rivals the Claymoar in damage, reloads faster than all other shotguns, and the weight is superb.
Venom - 100

Kills all the things quite well, staggers all the things, and best ammo applier.
Reegar - 9
OP broken pos. Extreme damage that trivializes most things, but somewhat heavy and very short range.
Disciple - 8.5
Good damage, good range, staggers all things and best shotgun for both Warp ammo and casters. The most underrated weapon in the game imo.
Gps - 8
Great damage against everything, staggers, and nice clip size. Only downside is how terrible it can be off host.
Crusader - 8.5
Does not need a Smart Choke, freeing up a weapon slot and excellent piercing and damage. Downsides are weight and glitchy crosshairs.
Piranha - 9
Still extremely powerful and one of the best close range weapons with good weight for any kit. Lots of bullet spread and lack of range limit it slightly.
Scimitar - 7
I love this gun. It may be weak but it applies ammo well and is great for disruptor ammo vs geth. By the time you empty that clip its damage almost equals a Wraith shot.
Eviscerator - 7.5
Good damage and excellent weight and range. If not for the Wraith's existence this would be much more appreciated. I love this gun as well.
Raider - 8.5
The old Elmer Fudd. Beast gun up close and deals heavy damage but is hampered by range.
Katana - 6.5
Deals impressive headshot damage and weight but deals poor comparative damage and has limited ammo. Also underrated somewhat.
What I love most about Shotguns in ME2/3 was that they are so well balanced that you can't really go wrong. Doing challenges for shotguns are always fun.
Since I'm a scrub, I don't care about effectiveness as much as the fun value. so my order would be:
Good fun:
Venom (because killstreaks, and launching mooks is fun)
Graal (because sticking spikes in enemies is fun)
GPS (because f*ck Hunters)
Piranha (because full auto shotgun, baby)
Medium fun:
Crusader (because sniper rifle)
Claymore (because *BOOM*)
Wraith (because Claymore for casters)
Raider (because *BOOM-BOOM*)
Those are the ones that I'd choose to use. The rest (which are all OK) only get used to complete challenges.

Claymore - 7.5 - If you need incredible damage in one shot then it's the way to go. Don't care for it personally due to weight and a dislike of single shot weapons.
Graal - 6.5 - Overrated as ****. Heavy, chargeup, have to take projectile travel time into account and can't pierce guardian shields with projectiles supposedly meant to be used against thresher maws. 50% of the people defending this weapon get caught up on the cool name and novelty of covering enemies in spikes. I'd rather just kill them.
Wraith - 8.5 - Take everything good about the eviscerator and make it better. Range, power and ease of use in one weapon.
Venom - 8.0 - It's a friggin grenade launcher which, unlike the striker, actually feels like a grenade launcher. It's only fatal flaw is that it doesn't make the jump sound from Mario when it bounces enemies.
Reegar - 9.5 - Is it OP? You bet your boots. It loses that .5 because you do at least have to be close.
Disciple - 7.0 - Been a while since I've used it, but I seem to recall high stagger capability mitigated by average damage. It does however provide a fairly reliable shotgun for lightweight characters, albeit nothing incredible.
GPS - 7.0 - I have the same gripes with this gun that I have about the Graal, mitigated slightly by less weight and mild tracking on the projectiles.
Crusader - 7.0 - To be fair, I'm not a good source of info on this gun. Barely used it. It's a shotgun that trades crowd control for precision. If that's your thing, then be my guest.
Piranha - 10 - Far and away my favorite shotgun. Take everything good about the reegar and give it a little less damage but a lot more range. This gun has no weakness.
Scimitar - 6.0 - Lightweight, fast, accurate, plenty of ammo, this gun could be one of the best in the game...................too bad it's damage output has trouble as early as silver.
Eviscerator - 7.0 - Take everything good about the wraith and make it worse. The eviscerator's not bad, but the wraith really kinda makes it pointless.
Raider - 9.0 - A great alternative to the claymore for those that don't want to bet everything on one shot. My only complaint is that they should've made it a double-barrel.
Katana - N/A - It's the starter shotgun. It's literally meant to be thrown away as soon as you get something else.

Hopefully the above list isn't intended as a "best to worst" ranking since the Raider is a top 3 or at least top 5 weapon in the whole game (not just shotgun class). In any case-
-Venom: best gun in the whole goddamn game, and it isn't especially close.. 10/10
-Raider: so much awesome.. 9.9/10
-Claymore: almost as much awesome as the Raider... 9.5/10
-Crusader: sweet gun, wish I could aim better.. 8/10
-Wraith: its utility redeems the silly noise it makes.. 8/10
-GPS: I still love this gun... 7.5/10
-Graal: awesome noise, wish it did a little more damage 7.5/10
-Reegar: can't argue with the damage, but a shotgun that makes more of a hiss than a BOOM is shameful... 7/10
-Piranha: great utility, but not very satisfying (except on GI)... 7/10
-Eviscerator: points for ME2 nostalgia, also not that bad of a gun... 6/10
-Disciple: its OK as an Omniblade holder, I guess... 3/10
And the Katana and Scimitar just suck.
1)Wraith (light, lot of damage works with everything and with turian havoc solider whilst using havoc strike it automatically reloads but otherwise not the fastest reload speed)
2)N-7 Crusader (its fun and best for poping guardians heads)
3)Graal Spike thrower (can do a lot of armor damage so good for krogans take little s**** out with melee and bigger with this also pretty good accuracy)
4)Disciple (staggers, light and good damage enuff said)
5)M-27 scimitar (good to spam and ok damage fun to use with marksman skill)
6)M-300 claymore (so much damage, ok accuracy but one shot and long reload)
7)N-7 piranha (fun when camping with team but such a bad aim so only for small closed maps)
8)AT-12 Raider (good damage but terrible middle/long range aim and same as piranha good for small maps)
9)Reegar carbine (i just dont find it fun to play with but it is very op)
10)Geth plasma shotgun (its just ok but had good accuracy)
11)M-22 Eviscerator (used maybe once wraith its just better version of this)
12)M-23 Katana (what is this?)
but this is just ones opinion
also OP you still need to make assault rifles, SMG's, pistols and maybe best melee characters

Claymore, Crusader, Raider, Graal - in that order, the Shotguns I truly love and look forward to using each and every time.
Venom, GPS, Piranha, Disciple - in that order, the Shotguns I love playing on specific characters.
Reegar - the gun I use for CP as rarely as possible. Hate would be too strong a word, but it comes close.
All the rest, which I no longer use at all because those 9 will complete the challenges rapidly and are all fun to use on Gold. Apart from the Reegar.
Edit: Quite amusingly, given recent debates, I completely overlooked the Wraith. I do like it as a brainless option on Casters, and it's good. But have you heard it?!?

Yeah, great sound from the Big Iron - probably the fourth best in the game. Claymore Boom, Phantom Death Moan and Krogan Laugh combine to obliterate all other challengers.

I believe a charged Graal headshot only trails a charged Kishock headshot and a Claymoar headshot for highest instant damage in the game (on basic characters without racial/weapon perks). Plus it has a decent RoF. Plus that 3.0x headshot bonus.

Plus the Graal has really good accuracy at decent range if you ADS, making it better at headshotting than most other shotguns. Plus you don't have to charge the Graal for as long as you think to get the full charged damage bonus. The sound effect doesn't correspond to when it's fully charged - I think someone tested it and you only have to charge for like 0.7 seconds to get the full damage. The only reason I don't use the Graal a lot more is because it's terrible off host - a pretty significant number of shots do no damage at all, especially charged shots (in many games, about 20-25% of charged shots will stagger but do no damage).
Venom 10/10 best weapon ever
