First off, you don't have to qualify your statements by saying you dropped and were revived, everyone who plays this game gets dropped, so no worries.
Now I'm going to say something which has caused a stir on BSN several times over the past 2 years. Those guides for starting new accounts are not fully accurate, they have been assembled by the very best players, who have thousands of hours of playtime. For those players, it is easy accumulating credits in Gold / Platinum using vanilla kits with no gear / consumables. The vast majority of the player base, especially newer players, are not capable of doing that. It takes them much longer to acquire the amount of credits for this strategy.
I have started 21 alternate accounts, with playtimes varying between 3 - 90 hours on each (my main account has roughly 900). I have tried expanding my manifest per the instruction you have linked. I have also tried other methods.
There are significant differences between an experienced player starting a new account and a new player. I'm not going to bother elaborating on these as this post is long enough without ..
Ultimately, you need to acquire manifest value per credit spent. If you choose to follow the instructions you have linked, after 20 - 40 hours of gameplay you will have over 150 of each in game consumable and roughly 300 level 1 armor / weapon / ammo consumables, but you will only have between 2 - 4 rare cards. I personally see this as a wasted investment, as you have now accumulated 100 - 200 matches worth of consumables. What's the point of having that many credits worth of consumables that you cant use in the short term? Especially when some of the credits used to provide those consumables could be used to add rare cards to your manifest.
Almost all the best weapons, gear and characters come from the rare cards. They are also the cards which each offer the %7.5 at the jackpot, the Ultra Rare weapons.
The big key to this game is the use of consumables; as long as you have a reserve supply of 10+ matches, you should be looking to purchase packs which add the real goodies to your manifest, the rare card. Remember, the ultimate goal should be manifest value per credit spent, so having 200 missiles when you only have the capacity to use 2 per match is wasteful, once you consider those credits could have been used to acquire more powerful weapons / kits / gear. I can only imagine, as a new player, wanting to try out different characters and guns you see others using, know that if you follow those posted instructions, you will not get any for quite a long time.
The logic behind your posted method is to avoid getting uncommon weapons / characters from the higher value packs in place of the level II & III consumables that can be had there. Who cares, I submit that is irrelevant, as long as you have enough consumables stored to last for 10+ matches, then that 60k pack will provide you with 2 guaranteed silver cards and the 1 rare card (again, with that %7.5 chance at a UR) .. this will still move you in the direction of maxing your uncommon's while also providing a rare card. The sacrifice of rare cards to prevent the handful of silver weapons / characters that would drop is too high, especially when you have an oversupply of consumables which can't be used.
Also note, uncommon gear and weapon mods often will not drop from vet packs, you end up having to acquire them thru the more expensive packs anyways.
Again, the key here is for manifest value per credit spent. One of the most important in-game items you need to effectively do higher difficulties, is to raise you base per match consumable supply from 2 to 6. 6 Med gels is a significant difference compared to using 2; and to upgrade these in game consumables comes from rare cards.
True story, a new player posted here last year and got the same advice you have gotten, 2 weeks later they posted again asking why they haven't been able to complete the uncommon gears with buying veteran packs. I looked at their manifest and they had over 700 in game consumables stored and exactly 1 rare gun unlocked .. poor guy. Ended up with half a million of credits in consumables while still being forced to use uncommon weapons and characters .. I'm sure he was getting bored of the no diversity. Buy hey, at least he avoided the chance of having an uncommon weapon or character drop from a higher value pack ..
I bought a few arsenal packs and I got 3 gear items and the piranha and reegar so thanks for the tip

The piranha and reegar were in the same pack O.o
