You can equip two of any dagger. Why would Hakkon's Mercy be any different?
Because the Hakkon dagger is ridiculously overbudget?
Bow of the Dragon gets 41% Attack, 7% crit, 8% HoK, or about 53-55 "itemization" points
Hakkon's Wrath gets 100% crit damage bonus (or 50 itemization points) plus the other properties, plus a grip
Staff of the Dragon gets 41% Attack, 7% crit, 8% HoK, or about 53-55 itemization points
Hakkon's Wisdom gets 100% crit bonus (or 50 itemization points), plus the other properties, plus a grip/rune
Greatsword of the Dragon gets 41% Attack, 7% crit, 8% HoK, or about 53-55 itemization points
Hakkon's Valor gets 100% crit damage bonus (or 50 itemization points), plus the other properties, plus a grip/pommel
*TWO* Daggers of the Dragon gives 42% attack, 8% crit, 8% HoK, or about 54-56 itemization points
*TWO* Hakkon's Mercies gives 200% crit damage bonus (or 100 itemization points), plus the other properties, plus a grip on each
So...yeah. One of these things is not like the others (and it applies to far more than just the Dragon weapons, I just used them for easy comparison).
I mean, really, Hakkon's Mercy should have had 50% crit damage bonus if they meant it to be dual-wielded (technically should have had 50% *period*, but it matters less if not dual-wielded).
