The Venatori were trying to catch him a second dragon out in the Western Approach.

That was the Wardens, and that dig site may have been decades or even centuries old.Wasn't it in the Western Approach they were digging for an Old God?
Servis hired the White Claw Raiders to try and capture the dragon, but they were hilariously incompetent.
